Objectives

The primary objective of this tender is to procure office space accommodation for the Ombud Council for a period of five (5) years, starting from 01 October 2026. The office space must be fully furnished, serviced, and meet specified spatial, accessibility, and security requirements to support the Council's operations and ensure an accessible, safe, and efficient working environment.

Scope

The scope includes:

• Provision of fully furnished and serviced office space of between 150 and 250 m², located in the Northern Johannesburg region (Waterfall, Woodmead, Sunninghill, Sandton, Bryanston, Fourways, Midrand or surrounding suburbs).
• Occupancy from 01 October 2026 to 01 December 2026, with a lease period of five years, with possible renewal.
• Tenant installation allowances for fitting out the premises to meet the Council’s requirements, including design, project plan, and costs.
• Office layout including private offices, open-plan workspaces, boardrooms, meeting rooms, reception, storage, kitchen, ablution facilities, and security features.
• Provision of parking, security, fire safety, water, power backup, internet connectivity, cleaning, and maintenance services.
• Compliance with all relevant legal, safety, and accessibility standards, including provisions for persons with disabilities.

Technical Requirements

The technical specifications for the office space include:

• Location in specified suburbs with easy access to public transport and amenities.
• Building must be secure, accessible, and compliant with SANS 10400 standards for disability access.
• Office layout must accommodate senior management, organizational heads, support staff, and support areas as specified, with appropriate spatial allocations.
• Facilities must include reception services, boardrooms (16 seats), meeting rooms (6 seats), storage rooms (>8 m²), and a functional kitchen with appliances.
• Parking for staff and visitors, including designated disabled bays, with specified minimum sizes and safety features.
• Provision of ablution facilities for all genders and persons with disabilities, with compliance to relevant standards.
• Electrical supply must support peak demand, with backup power (diesel generator and UPS), lightning protection, and sufficient power points.
• Lighting to meet SANS standards, with emergency lighting and adequate illumination for safety.
• Water supply capable of supporting at least 8 hours of normal use with backup provisions.
• HVAC systems for full air-conditioning, with maintenance responsibilities outlined.
• Security measures including 24-hour on-site security, access control, alarm systems, perimeter fencing, and external lighting.
• Fire safety compliant with national regulations, with ongoing maintenance and certification.
• High-speed reliable internet connectivity (minimum 50-100 Mbps download, 20-100 Mbps upload), Wi-Fi, and IT support services.
• Cleaning services at least twice weekly, maintaining hygiene and workplace standards.
• Building compliance with all relevant laws, safety, and environmental standards.

Skills and Skills Requirements

The bidder must demonstrate:

• Capability and experience in providing office space leasing, tenant fit-out, and related services, with a proven track record of 5 or more years in similar projects.
• Ability to design and execute tenant installation projects, including furniture, partitions, and fittings, within agreed timelines and budgets.
• Knowledge of legal and safety standards applicable to office buildings, including accessibility, fire safety, electrical, and building regulations.
• Technical expertise in building maintenance, security systems, electrical and HVAC systems, and connectivity infrastructure.
• Experience in managing service level agreements (SLAs) and supplier performance monitoring.
• Capacity to provide ongoing support for internet, security, cleaning, and maintenance services.
• Ability to coordinate with multiple stakeholders, including property owners, contractors, and service providers, to ensure compliance and quality standards.
