Objectives

The primary objective of this tender is to appoint a competent contractor to undertake the maintenance, operation, and cleaning of public ablution facilities at Franschhoek and Klapmuts informal settlements. The goal is to ensure the facilities are hygienic, functional, and accessible, thereby providing basic sanitation services to the community and maintaining infrastructure integrity throughout the contract period.

Scope

The scope of work includes:

• Maintenance, cleaning, and operational management of public ablution facilities and wash areas at specified locations in Franschhoek and Klapmuts.
• Cleaning of walls, floors, toilets, washbasins, and surrounding areas on a daily basis.
• Unblocking and cleaning drainage systems, repair and replacement of faulty plumbing fixtures such as taps, cisterns, and pipes.
• Repair of structural elements including doors, fences, and concrete floors.
• Provision of plumbing repairs, general maintenance, and minor construction works as needed.
• Ensuring facilities are operational, hygienic, and accessible at all times, including weekends.
• Monitoring and record-keeping of maintenance activities and water meter readings.

Technical Requirements

The technical requirements specify that:

• The contractor must provide qualified personnel with at least 3 years of relevant plumbing experience, including CVs and references.
• All cleaning and maintenance equipment must be SABS approved, in good working order, and compliant with relevant health and safety legislation.
• Use of approved chemicals for cleaning, with proper handling, storage, and monthly reporting on chemical usage.
• Adherence to Occupational Health and Safety Act regulations, including provision of PPE and safety protocols.
• Proper record-keeping of maintenance activities, water meter readings, and chemical usage.
• Provision for water supply and power, with alternative arrangements if necessary.
• Minimize disruption to community use and ensure safe access during maintenance activities.

Skills Requirements

The tenderer must demonstrate:

• At least three years of experience in cleaning and plumbing maintenance of public ablution facilities, particularly in informal settlement environments.
• Qualified personnel with relevant skills in plumbing, general maintenance, and facility cleaning.
• Ability to operate and maintain cleaning and plumbing equipment effectively.
• Knowledge of health and safety regulations, including the use of PPE and chemical handling procedures.
• Capacity to manage record-keeping, reporting, and communication with municipal officials.
• Availability of resources such as vehicles, tools, and equipment to ensure continuous service delivery.
