Objectives

The primary objective of this tender is to appoint a qualified service provider for the maintenance, calibration, verification, and repair of weighbridges at Senqu Municipality’s landfill sites in Lady Grey and Barkly East over a period of three years (36 months). The aim is to ensure that all weighbridges are accurately calibrated, properly maintained, and compliant with relevant legal and environmental standards, thereby providing reliable data for waste management, reporting, and regulatory compliance.

Scope

The scope of work includes:

• Routine Maintenance & Verification: Annual inspections of all weighbridges, including cleaning, tightening, replacement of loose parts, and structural checks.
• Calibration & Verification: Yearly calibration of weighbridges using certified test weights, ensuring accuracy within legal and operational standards.
• Repairs & Breakdown Support: Prompt response to repair requests, with quotations for parts and repairs, and response within 24 hours.
• IT Equipment Inspection: Routine checks of weighbridge software and digital indicators to ensure optimal operation.
• Equipment Details: Maintenance of specific weighbridge models at each site, including load cells, digital indicators, and associated IT equipment.
• Ad-hoc Services: Call-outs for urgent issues outside scheduled maintenance, including after-hours and weekend services with specified rates.
• Documentation & Reporting: Submission of inspection reports, job cards, calibration certificates, and maintenance logs after each activity.

Technical Requirements

The technical requirements specify that:

• The service provider must be accredited by SANAS for weighbridge calibration or work with a registered company.
• All weighbridges must be calibrated annually, with calibration certificates submitted as proof.
• The provider must have experience with the specific models of weighbridges installed at the sites, including load cells and digital indicators.
• Response times for repairs must be within 24 hours of request.
• All maintenance and repairs must comply with the South African Metrology Act and relevant environmental standards.
• Rates for routine maintenance, repairs, verification, and ad-hoc call-outs must be clearly indicated and all-inclusive of labour, parts, transport, and VAT.
• The provider must supply qualified repairers with valid NRCS certificates, experienced in industrial weighbridge systems.

Skills Requirements

The tenderer must demonstrate:

• Accreditation & Certification: SANAS accreditation for weighbridge calibration and repair, and valid NRCS repair certificates.
• Technical Expertise: Proven experience in maintaining and calibrating large industrial weighbridges, including load cell systems and digital indicators.
• Response & Service Delivery: Ability to respond promptly to repair requests within 24 hours and perform scheduled inspections without disruption.
• Documentation & Compliance: Ability to produce accurate reports, calibration certificates, and maintenance logs in accordance with legal standards.
• Personnel Qualifications: Skilled technicians with relevant training and experience in industrial weighing systems and calibration procedures.
