Objectives

The primary objective of this tender is to appoint a qualified contractor to provide maintenance, servicing, repairs, and replacements for Heating, Ventilation, Air Conditioning (HVAC), and Refrigeration installations at various institutions within the Free State Department of Health. The contract aims to ensure that all HVAC and refrigeration systems operate efficiently, reliably, and safely over a three-year period, supporting the continuous delivery of health services.

Scope

The scope encompasses:

• Maintenance, servicing, repairs, and replacements of HVAC and refrigeration systems across multiple health facilities including hospitals, clinics, mortuaries, depots, and other specialized health infrastructure.
• Specific systems covered include air conditioning units, ventilation systems, chillers, cooling towers, refrigeration units, mortuary cabinets, cold rooms, nitrogen tunnels, and associated plant rooms.
• Electrical work certification by appointed electricians, adherence to relevant standards, and coordination of shutdowns with facility management.
• Provision of operational manuals, training, and ensuring safety and compliance with legislation.

Technical Requirements

The technical requirements include:

• Compliance with national and international standards such as SANS regulations (SANS10142, SANS10147, etc.), OH&S Act, Pressure Equipment Regulations, and relevant codes of practice.
• Regular preventative maintenance visits (bi-annual, annual, and three-yearly inspections) for specified equipment, including cleaning, testing, calibration, and safety checks.
• Specific technical tasks such as checking refrigerant levels, oil levels, electrical connections, filters, coils, pumps, fans, and control systems.
• Adherence to safety regulations, proper documentation, and reporting of all maintenance activities.
• Provision of qualified personnel, including registered engineers and technicians, with relevant experience.
• Coordination of shutdowns, site access, and protection of existing works and operations.

Skills Requirements

The tender mandates that bidders possess:

• Registered professional engineers or technicians with at least 5 years of relevant experience, supported by valid COIDA certificates or good standing certificates.
• CIDB Grade 4ME or higher registration.
• Qualified HVAC and refrigeration specialists with a minimum of 6 years of relevant experience.
• Qualified air-conditioning/refrigeration mechanics.
• Competent personnel familiar with health and safety standards, electrical and mechanical maintenance, and system troubleshooting.
• Ability to prepare and submit detailed reports, manuals, and documentation, and to coordinate effectively with facility management and other stakeholders.
