Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake maintenance, servicing, repairs, and replacements of medical gas, medical air, vacuum, and LP gas installations across various institutions in the Free State Department of Health. The contractor must ensure the safe, compliant, and efficient operation of these installations over a contract period of three years, supporting continuous healthcare service delivery.

Scope

The scope encompasses:

• Maintenance, servicing, repairs, and replacements of medical gas, medical air, vacuum, and LP gas systems at multiple health facilities.
• Provision of scheduled preventative maintenance, emergency repairs, and vandalism repairs.
• Installation oversight, electrical certification, and compliance with relevant standards and regulations.

Technical Requirements

The technical specifications include:

• Adherence to national standards such as SANS7396-1, SANS10087, OHS Act, and Pressure Equipment Regulations.
• Appointing qualified electrical personnel (installation or master electricians) for electrical work certification.
• Compliance with SAQCC registration for medical gas and LP gas installation and servicing.
• Use of approved materials, samples, and shop drawings for installations and repairs.
• Implementation of maintenance routines including inspections, adjustments, lubrication, and safety testing.
• Provision of emergency response, scheduled maintenance, breakdown repairs, vandalism repairs, and system audits.
• Proper site management, safety protocols, and coordination with facility management for shutdowns and access.
• Preparation of operation manuals, training staff, and ensuring dimensional accuracy before work commencement.

Skills Requirements

The successful bidder must demonstrate:

• Registration with SAQCC as a certified medical gas installer and LP gas installer.
• Minimum CIDB Grade 4ME or higher certification.
• Experience in servicing, maintaining, and repairing medical gas and vacuum systems, supported by appointment letters or completion certificates (minimum 3-5 relevant projects within 5 years).
• Qualified personnel with relevant technical skills, including registered technicians with SAQCC accreditation.
• Capability to provide samples, shop drawings, and operational manuals as required.
• Knowledge of applicable standards, safety regulations, and emergency procedures.
• Ability to coordinate shutdowns, site access, and safety measures effectively.
• Experience in conducting audits, preparing reports, and providing training to hospital staff.
