Objectives

The primary objective of this tender is to appoint a Managing Contractor responsible for the implementation of Ward-based Community Infrastructure Projects (CIP) within the West 1 Region of eThekwini Municipality over a period of 36 months. The contractor must ensure effective management and delivery of community infrastructure projects in compliance with health and safety standards, legislative requirements, and project specifications.

Scope

The scope of work includes, but is not limited to:

• Site clearance and preparation
• Provision of containerized and in-situ ablutions
• Domestic electrical works and general building/maintenance
• Concrete works and urinary division
• Excavation, plumbing, and road works (sidewalks, footpaths, medians)
• Kerbs, protection works, and steel guardrails
• Mainholes, drainage works, outdoor gyms, water tanks, and boreholes
• Traffic accommodation and public safety measures
• Use of hand-tools, electrical tools, construction vehicles, and mobile plants
• Work in fall-risk positions and other construction activities as detailed in the project documentation

Technical Requirements

The technical requirements encompass adherence to health and safety legislation, management of occupational health and safety risks, and compliance with specific project safety standards. Key technical aspects include:

• Development and implementation of a comprehensive Health and Safety Plan aligned with the Client’s specifications
• Hazard identification and risk assessments prior to and during construction
• Provision of a Health and Safety File with all supporting documentation
• Regular health and safety audits (at least every 30 days)
• Management of incidents, accidents, and emergency procedures
• Provision of appropriate Personal Protective Equipment (PPE) and signage
• Fall protection planning and rescue procedures
• Management of hazardous substances and flammable liquids in accordance with regulations
• Ensuring construction employees have valid medical certificates of fitness
• Management of site facilities, storage, and housekeeping
• Traffic management and public safety measures

Skills Requirements

The tender specifies that the contractor must possess the following skills and competencies:

• Experience of at least 2 years in construction health and safety management
• Competent appointment of a full-time Construction Manager with proven management skills and relevant experience
• Part-time appointment of a qualified Construction Health and Safety Officer
• Ability to develop and implement health and safety plans, risk assessments, and hazard management strategies
• Capability to conduct health and safety training, toolbox talks, and inductions for workers and visitors
• Proficiency in incident investigation, reporting, and emergency response planning
• Knowledge of environmental management, traffic control, and public safety regulations
• Skills in managing site facilities, storage, and housekeeping to ensure safety and compliance
• Ability to prepare and submit required documentation, including organograms, safety files, and audit reports
