The comprehensive project aims to deliver a fully integrated, safe, and efficient infrastructure at Medupi Power Station, encompassing civil, mechanical, electrical, control, security, and safety systems. The overarching objectives focus on designing, constructing, installing, commissioning, and maintaining systems that enhance operational efficiency, safety, security, and compliance with Eskom standards and relevant legislation.

Objectives

• Establish a robust weighbridge system at Gate 4 to enable accurate truck weighing, improve operational throughput, and support security and safety protocols.
• Implement fire protection and life safety systems across all Eskom assets to minimize fire risks, ensure personnel safety, and facilitate effective inspection and maintenance.
• Standardize plant identification, labelling, and documentation to support configuration management, safety, and operational reliability.
• Ensure durable, compliant surface finishes through specified coating systems for structural components, protecting against corrosion and environmental factors.
• Develop comprehensive procedures for system testing, inspection, certification, and ongoing maintenance to ensure system integrity and safety.

Scope of Work

• Weighbridge & Infrastructure: Design, supply, construct, install, test, and commission a weighbridge system with associated civil works, including control rooms, access control buildings, roads, fencing, drainage, landscaping, electrical, mechanical, HVAC, fire protection, CCTV, and security systems.
• Fire Protection & Life Safety: Design and install fire detection, suppression, passive fire protection, and safety systems across all relevant plant areas, ensuring compliance with standards like NFPA, SANS, and Eskom policies.
• Plant Identification & Structural Components: Develop and implement plant coding standards (e.g., Eskom KKS), manufacture and install identification labels, and design structural elements such as foundations, reinforcement, and steelwork adhering to SANS and international standards.
• Electrical & Control Systems: Design, install, and test cabling, switchgear, control panels, earthing, lightning protection, CCTV, access control, and data management systems, ensuring system interoperability and cybersecurity.
• Surface Coatings & Finishes: Specify surface preparation, coating materials, application methods, and inspection procedures to ensure high-quality, durable finishes on structural and building components.
• Documentation & Quality Assurance: Prepare detailed design drawings, inspection reports, test certificates, as-built documentation, and manuals. Implement quality control, safety, and environmental management procedures throughout all phases.
• Environmental & Safety Compliance: Incorporate stormwater management, erosion control, hazardous material handling, and environmental impact considerations into civil, mechanical, electrical, and safety systems.

Technical Requirements

• Weighbridge System: Above-ground, pitless, 60-ton capacity platform (24m x 3m) with load cells, guide rails, impact protection, traffic signals, and integrated control systems capable of recording weights, license plates, timestamps, operator IDs, alarms, CCTV footage, and operational data for at least five years. Redundant power supplies (UPS), proper civil foundations, and civil works are essential.
• Fire Protection Systems: Fire-rated barriers (minimum 2 hours), addressable analogue fire detection interfaced with SCADA, active suppression systems (sprinklers, foam, gaseous), passive fireproofing, and reliable fire water supply systems. Regular inspection, testing, and certification are mandatory, with environmental and safety standards strictly adhered to.
• Surface Coatings: Surface preparation per SSPC or ISO standards, application of approved primers, intermediate, and top coats with specified thicknesses, ensuring corrosion protection and aesthetic quality. Inspection and testing of coating adherence and thickness are required.
• Plant Identification & Structural Components: Use of Eskom’s KKS coding system, durable labelling materials, and proper placement for visibility and longevity (minimum 30 years). Structural design must comply with SANS standards, including reinforcement detailing, foundation design, and quality control during construction.
• Electrical & Control Systems: Design and installation of cabling, switchgear, control panels, earthing, lightning protection, CCTV, access control, and data systems, with standards compliance, system integration, and cybersecurity considerations.
• Documentation & Quality Control: Systematic development of detailed drawings, inspection and test records, certification, and as-built documentation. Regular testing, calibration, and maintenance procedures are mandated to ensure ongoing safety and reliability.
• Safety & Environmental Standards: Implementation of hazard assessments, spill control, environmental management plans, and compliance with OSHA, NEMA, and Eskom safety policies. Proper handling, storage, and disposal of hazardous materials are essential.
