The primary objective is to appoint a qualified service provider to deliver temporary instrumentation training to apprentices at the Necsa Learning Academy. The engagement aims to build technical competency, support structured workforce development, and ensure training aligns with nuclear industry safety, quality, and regulatory standards.
The contract involves a fixed-term appointment spanning 680 hours over a 17-week period, commencing on 1 October 2026. The appointed provider will act as a Training Officer/Facilitator, delivering structured theoretical and practical instruction to apprentices in instrumentation disciplines. All quoted prices must be fixed and firm, inclusive of applicable taxes, freight, insurance, duties, and disbursements. No upfront payments will be processed, and all deliveries or service renderings require an official purchase order.
Facilitators must demonstrate strong instructional and cognitive competencies essential for effective technical training:
This procurement applies an 80/20 scoring system, allocating 80 points to competitive pricing and 20 points to Broad-Based Black Economic Empowerment (B-BBEE) status levels. This framework complies with South Africa’s Preferential Procurement Policy Framework Act, balancing cost-efficiency with legislated socio-economic transformation targets. Quotations must remain valid for 90 days and are governed by Necsa’s General Conditions of Purchase and standard public sector contracting regulations. Submission of B-BBEE proof is mandatory; failure to provide it results in zero preference points being awarded.
