Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct a topographic survey for the Nkululekweni Settlement in Flagstaff, as part of the municipality’s efforts to rectify site boundary encroachments and ensure proper alignment with approved township plans. The survey aims to facilitate the re-planning of Extension 18 township, support land use management, and address inconsistencies in existing site layouts.

Scope

The scope of work includes:

• Conducting a topographic survey of the designated area in line with the municipality’s planning frameworks and legislation.
• Site visits, surveys, and policy & plan scrutiny.
• Preparation of maps and survey plans.
• Delivering a comprehensive topographic survey report.
• Phased project management including inception, planning, execution, and close-out.
• Ensuring the survey aligns with existing township general plans and land use schemes.

Technical Requirements

The technical requirements specify that the service provider must:

• Provide quality topographic survey data with accurate mapping and GIS capabilities.
• Follow a phased approach: site visits, land survey, map preparation, and reporting.
• Adhere to relevant legislation such as the Land Survey Act 1997, Spatial Planning & Land Use Management Act 16 of 2013, and municipal bylaws.
• Implement a project management methodology that includes regular progress reports, timely invoicing, and adherence to milestones.
• Ensure all survey activities are completed within a one-month timeframe unless delays are justified and approved.
• Provide qualified personnel, including a registered Professional Town Planner, Land Surveyor, and GIS specialists.
• Maintain confidentiality and property rights over all data and documents produced.

Skills Requirements

The tender requires the service provider to demonstrate:

• Experience in land surveying, topographic mapping, and GIS applications, with at least 5 years of relevant experience.
• Proven track record of similar projects, supported by appointment letters or reference letters (maximum of 4 projects in the public sector).
• Qualified key personnel, including:
• A registered Professional Town Planner with knowledge of spatial development frameworks.
• A registered Professional Land Surveyor with GIS expertise.
• Survey technicians with relevant experience.
• Ability to produce detailed maps, reports, and project documentation in accordance with best practices.
• Strong project management skills, including planning, reporting, and adherence to deadlines.
