Objectives

The primary objectives of this tender are to:

• Establish a baseline of employees' health through initial medical examinations.
• Monitor employees' health periodically to detect occupational hazards and ensure fitness for duty.
• Provide medical surveillance for employees exposed to hazardous substances as per relevant legislation.
• Enhance employee wellness by addressing physical and psychological health issues.
• Improve productivity, attendance, and staff retention through wellness programs and confidential counseling services.

Scope

The scope of work includes:

• Screening and medical examinations at entry, periodic intervals, and exit for specified employee groups.
• Issuance of Medical Certificates of Fitness.
• Referral consultations and psychological evaluations for employees.
• Preparation of written reports on medical and psychological assessments.
• Conducting wellness interviews and evaluations, including addressing wellness challenges.
• Providing services to employees in various risk exposure categories: Very Low, Low, and High Risk (e.g., Office Workers, Drivers, Fire Fighters, Abattoir staff).
• Offering confidential professional counseling for employees and their dependents on personal, family, or work-related issues.

Technical Requirements

The technical scope mandates that:

• Occupational health practitioners and psychologists registered with the Health Professions Council of South Africa (HPCSA) provide all services.
• Services include medical screening, psychological evaluation, wellness interviews, and report preparation.
• Annual medical surveillance must be performed for specified employee groups, with initial evaluations upon appointment and exit evaluations upon resignation or retirement.
• Psychological evaluations and wellness consultations are accessible as needed.
• Reports must be comprehensive, timely, and adhere to legislative standards.
• All services should align with relevant legislation, including the Occupational Health and Safety Act and applicable medical and nursing councils.

Skills and Qualification Requirements

Proposals must demonstrate that the service provider’s team possesses the following:

• Registered occupational health practitioners and psychologists with HPCSA registration.
• Key personnel with the following qualifications and experience:
• Occupational Medicine Practitioners (certified by HPCSA)
• Psychologists with HPCSA registration and relevant experience in psychological assessment and counseling
• Nurses registered with the South African Nursing Council (if involved)
• CVs of at least two team members with relevant experience and qualifications attached.
• Declaration letters confirming team members’ availability for the duration of the project.
• Proof of calibration certificates for vision and hearing testing equipment.
• Copies of professional registration certificates and relevant diplomas/degrees.

Additionally, the team must be available throughout the project implementation, and any resignations must be promptly communicated and suitably replaced with personnel of equivalent qualifications and experience.
