Objectives

The primary objective of this tender is to conduct comprehensive environmental audits and sampling activities at the Eskom Rotek Industries (ERI) transformer oil depot in Rosherville over a period of five years. This includes monitoring ambient air quality for VOCs, analyzing groundwater and stormwater quality, and ensuring compliance with environmental regulations and permits, particularly the Environmental Authorisation and Atmospheric Emission License. The goal is to assess environmental impacts, ensure regulatory compliance, and support environmental management and risk mitigation efforts.

Scope

The scope of work encompasses:

• Passive badge monitoring of four VOCs (Benzene, Toluene, Ethylbenzene, Xylene) at four sampling sites along the depot’s fence line, with biannual testing of vents and pumps.
• Sampling and analysis of groundwater at 13 monitoring points twice annually (July and December), including parameters such as pH, electrical conductivity, TDS, nitrates, sulphates, fluoride, ammonia, chlorides, sodium, zinc, arsenic, chromium, copper, iron, manganese, aluminium, petroleum hydrocarbons (C10-C12, C12-C16, C16-C21, C21-C30, C30-C35, C35-C40).
• Stormwater sampling at 5 monitoring points annually in December, analyzing parameters like chlorides, sulphates, nitrates, phenols, oil and grease, and various metals and hydrocarbons.
• Conducting an external environmental audit in accordance with Regulation 34 of the EIA Regulations under NEMA, including compliance verification with the Environmental Management Plan (EMP) and Environmental Authorization (EA).
• Compilation and submission of detailed reports based on laboratory analysis results for air, groundwater, and stormwater samples.
• Ensuring all sampling and analysis activities are performed by accredited laboratories, with proper sample collection, handling, and transportation procedures.

Technical Requirements

The technical requirements include:

• Use of SANS accredited laboratories for analysis of water and air samples.
• Collection of water samples from designated monitoring points, adhering to relevant standards and best practices.
• Analysis of specified parameters for groundwater and stormwater, including heavy metals, hydrocarbons, and other pollutants as detailed in the scope.
• Passive badge sampling for VOCs, with analysis aligned to national ambient air quality standards (e.g., 5 μg/m for Benzene).
• Compilation of comprehensive reports with laboratory results, data interpretation, and recommendations.
• Compliance with Eskom’s safety, security, and environmental policies during sampling activities.
• Adherence to relevant environmental legislation and permit conditions.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in environmental monitoring, sampling, and analysis, particularly in industrial or oil depot settings.
• Accreditation and certification from recognized bodies (e.g., SANS accreditation, ISO 14001 certification).
• Qualified personnel with expertise in environmental sampling, laboratory analysis, and environmental auditing.
• Capability to interpret complex environmental data and prepare detailed technical reports.
• Knowledge of relevant environmental legislation, standards, and best practices.
• Ability to coordinate logistics for sample collection, transportation, and laboratory analysis efficiently and safely.
• Strong understanding of environmental management systems and compliance obligations related to industrial operations.
