Objectives

The primary objectives of this tender are to:

• Provide bidders with comprehensive information to understand and respond to the FSCA’s requirements for appointing a panel of service providers for catering services over a two-year period.
• Ensure uniformity in responses from all prospective service providers.
• Establish a structured framework for evaluating proposals.

Scope

The scope of work includes:

• Supplying and delivering food and beverage services as required, including snacks, meals, and beverages.
• Providing catering equipment such as chafing dishes, cutlery, and crockery.
• Ensuring hygiene and cleanliness of all serving areas.
• Providing services for FSCA staff at the Pretoria offices, with potential ad hoc services for functions/events, including after-hours and weekend events.
• Supplying menus that are flexible and customizable, including options for kosher and halal dietary requirements.
• Maintaining high standards of hygiene and food safety, with possible site inspections and hygiene audits.

Technical Requirements

The technical requirements include:

• Registration with relevant industry statutory bodies and compliance with statutory regulations such as COA, COIDA, and insurance liability of R1 million.
• Provision of food and beverages that meet industry standards, prepared hygienically and served promptly.
• Supply of catering equipment and maintaining hygiene standards in all service areas.
• Staff to wear uniforms with company logos and name tags, and be available to assist as needed.
• Delivery and setup of food at least 30 minutes before service; no cooking on premises.
• Ability to cater for various dietary preferences (vegetarian, vegan, pescatarian, etc.) and religious requirements (kosher, halal).
• Compliance with health and safety regulations, including site visits and hygiene audits.

Skills Requirements

The skills and capabilities required from bidders include:

• Demonstrated experience in supplying and delivering catering services to similar-sized organizations within the last 5 years, supported by reference letters.
• Qualified personnel with relevant experience, including CVs of operations managers and supervisors with at least 2 years’ industry experience.
• Ability to develop and implement service proposals, operating procedures, hygiene audits, and turnaround times.
• Capacity to provide flexible menus, manage staff training, and ensure high hygiene standards.
• Proven ability to respond promptly to service requests, including quotations within 24 hours.
• Compliance with all statutory and regulatory requirements, including health and safety, food safety, and hygiene standards.
