Objectives

The primary objectives of this tender are to:

• Provide the FSCA with a panel of qualified psychometric assessment service providers for a period of five (5) years.
• Ensure uniformity and structured evaluation of proposals from prospective service providers.
• Facilitate the appointment of service providers to support various functions within the FSCA through psychometric assessments.

Scope

The scope of work includes:

• Provision of psychometric assessment services such as competency, personality, emotional intelligence, team role, leadership, and developmental assessments.
• Conducting onsite assessments and feedback sessions at FSCA premises as required.
• Utilizing own venues, equipment, and tools for assessments.
• Submitting detailed assessment reports within three (3) working days of each assessment.
• Engaging in assessments across various FSCA departments including Enforcement, ICT, Corporate Services, and others.

Technical Requirements

The technical requirements include:

• Registration and valid membership with professional bodies such as EAPA, HPCSA, or equivalent.
• Experience in providing psychometric assessment services for at least five (5) years.
• Submission of contactable references and detailed company profile demonstrating relevant experience.
• Provision of CVs of qualified psychometrists and account managers with relevant experience.
• Submission of a comprehensive methodology demonstrating understanding of FSCA’s requirements and service delivery approach.
• Compliance with evaluation criteria including desktop functional evaluation, site inspections, and preference points system.

Skills Requirements

The skills and qualifications required from bidders include:

• Qualified psychometrists with at least five (5) years of experience in conducting assessments.
• Psychometrists and account managers with proven track records, supported by CVs and references.
• Ability to develop and demonstrate methodologies aligned with the scope of work.
• Capacity to deliver detailed assessment reports within tight deadlines.
• Experience in administering assessments across diverse organizational levels and functions.
• Knowledge of relevant legislation, standards, and best practices in psychometric assessments.
