Objectives

The primary objectives of this tender are to establish a panel of four (4) experienced service providers capable of executing civil construction works for a period of 22 months. The project aims to benefit the community socially, economically, and environmentally by developing infrastructure, supporting local businesses, and improving service delivery within the municipality.

Scope

The scope includes:

• Construction of civil works such as gravel roads, bridges, stormwater drainage, and associated infrastructure as per approved designs and specifications.
• Provision of plant, equipment, and personnel required for construction activities, including reporting, invoicing, and technical documentation.
• Construction of stone pitching on steep sections, with specifications for compaction (95-97% MDD).
• Implementation of works based on issued Works Orders, with no guaranteed volume of work but ongoing opportunities during the contract period.
• Development of local businesses to enable them to upgrade their CIDB grading over the framework period.

Technical Requirements

The technical requirements include:

• Minimum CIDB contractor grading of 4CE or higher.
• Availability of suitable plant and equipment, including ownership or leasing arrangements, with proof of ownership or intent (e.g., NatIS documents, signed letters of intent).
• Demonstrated experience with similar projects, including at least six (6) completed projects of comparable scope, such as roadworks, upgrading, or deep rehabilitation.
• Qualified key personnel, including a Project Manager with ND Civil Engineering/B Civil Engineering or equivalent, with at least 5 years’ relevant experience, and supporting technical staff with appropriate qualifications and experience.
• Compliance with health and safety regulations, including SACPCMP registration for Safety Officers and relevant experience in construction safety management.
• Provision of a detailed methodology outlining project execution, milestones, risk management, safety procedures, and resource allocation.
• Submission of all required returnable documents, including company registration, tax compliance, CIDB registration, financial statements, and relevant certifications.

Skills Requirements

• Construction Management: Experienced project managers and site agents with relevant qualifications (ND Civil Eng., B Civil Eng., or equivalent) and proven track record in similar civil projects.
• Health and Safety: Qualified SACPCMP registered Safety Officers with experience in construction safety protocols.
• Plant Operation: Skilled operators for plant and equipment such as graders, TLBs, excavators, water tankers, and tipper trucks, with proof of ownership or lease agreements.
• Technical Expertise: Personnel capable of preparing technical reports, drawings, and project documentation aligned with specifications.
• Local Business Development: Ability to collaborate with local suppliers and develop local enterprise capacity.

Only bidders who meet the minimum score of 70% for functionality and demonstrate compliance with all technical and skills requirements will be considered for appointment to the panel.
