Objectives

The primary objective of this tender is to establish a Panel of Emerging Contractors and Registered Potentially Emerging Contractors for the execution of various special projects at Mthashana TVET College over a period of 3 years. The aim is to facilitate the appointment of qualified contractors for infrastructure development, renovations, and related services, promoting emerging and local businesses within the region.

Scope

The scope encompasses a wide range of construction and infrastructure projects including:

• Development, extension, installation, removal, renovation, alteration, or dismantling of building and engineering infrastructure.
• Electrical installations in new buildings and electrical reticulations.
• Construction of new buildings for various occupancies, carports, stores, walls, and fire prevention infrastructure.
• Installation and maintenance of mechanical systems such as air-conditioning and ventilation.
• Demolition, blasting, glazing, curtain walls, timber structures, structural steelwork, waterproofing, and plumbing services.
• Specialized infrastructure related to fire safety, water systems, and other building services.

The projects will be executed across the college's central office, campuses, and skills centers.

Technical Requirements

The technical requirements include:

• CIDB grading stage 7 to 9.
• Provision of mandatory documentation such as tax compliance, BBBEE certificates, CIDB registration, company profile, proof of address, and CSD registration.
• Demonstration of relevant experience through previous similar projects with references and completion certificates.
• Submission of CVs and qualifications of key personnel including site managers, foremen, and safety officers.
• Compliance with Occupational Health and Safety Act, 1993, and related safety standards.
• Provision of performance security and adherence to quality assurance through inspections and testing.
• Pricing must be firm, inclusive of all costs, and valid for 90 days.

Skills and Skills Requirements

The tender requires bidders to demonstrate:

• Proven experience in similar large-scale building and infrastructure projects.
• Qualified personnel with relevant academic and professional qualifications, including site managers, foremen, and safety officers.
• Capability to manage multiple projects simultaneously, ensuring quality, safety, and timely delivery.
• Financial stability evidenced by bank ratings and financial statements.
• Knowledge of local regulations, safety standards, and environmental considerations.
• Ability to provide technical supervision, supervision of artisans and operators, and support staff.
• Compliance with procurement, supply chain management, and local content requirements.
