Objectives

The primary objective of this tender is to establish a panel of recruitment agencies capable of providing merSETA with qualified CVs and recruitment services as needed. The aim is to facilitate efficient sourcing, screening, and placement of suitable candidates for various roles within merSETA, including specialized and critical positions, over a contract period of 36 months.

Scope

The scope of the project includes:

• Provision of CVs of suitable applicants upon request, including analysis of requirements and compliance with specified conditions.
• Conducting targeted recruitment using nationwide advertisements, headhunting, social media, and online listings.
• Initial screening of applications against job specifications.
• Verification of credentials, background checks (qualifications, ID, criminal, credit, social media profiling), and reference checks.
• Identification, engagement, and submission of profiles for specialized or critical roles.
• Headhunting of passive candidates for specialized roles.
• Providing reports on verification and background checks.
• Supporting the recruitment process from candidate identification to final submission to merSETA.

Technical Requirements

The technical requirements include:

• Demonstrated experience in recruitment and placement services, with a company profile.
• Registration with the Department of Employment and Labour as a Private Employment Agency, with proof of registration.
• Membership in good standing of a South African Staffing Association, with proof of membership.
• Lead consultant with at least five (5) years of relevant recruitment experience and a minimum of NQF Level 7 qualification.
• Proven headhunting capability, including experience in recruiting passive candidates for specialized roles.
• Submission of three (3) verifiable reference letters from 2018 to date for similar services rendered.
• Ability to deliver targeted recruitment within a 15 working day turnaround time.
• Provision of a detailed project plan and methodology outlining milestones and timelines.
• Compliance with all organizational policies, including POPI Act requirements for data handling.

Skills Requirements

• Extensive experience in recruitment and placement services, specifically in headhunting and sourcing passive candidates.
• Strong background in credential verification, background checks, and reference verification.
• Ability to develop and execute comprehensive recruitment strategies using various channels.
• Excellent communication and confidentiality skills, especially in headhunting activities.
• Proficiency in project planning, reporting, and compliance with organizational policies.
• Experience in working with government and organizational procurement processes.
