Objectives

The primary objective of this tender is to establish a panel of qualified professional engineering service providers to deliver various advisory, design, and maintenance services for the SABC's property portfolio nationwide. The services are to be provided on an ad hoc basis over a three-year period, ensuring effective maintenance, compliance with statutory requirements, and minimal business disruptions.

Scope

The scope includes:

• Provision of professional engineering advisory and design services for property maintenance across multiple locations in South Africa.
• Ensuring compliance with relevant legislation, codes, and standards such as the Occupational Health and Safety Act, National Building Regulations, and ECSA registration requirements.
• Delivery of safety assessments, project specifications, and execution programmes for assigned projects.
• Signing service level agreements per assignment, with property and safety documentation to be supplied prior to project commencement.
• Work to be performed in accordance with statutory, regulatory, and SABC-specific requirements, including environmental and fire safety standards.

Technical Requirements

The technical requirements include:

• Compliance with Occupational Health and Safety Act 85 of 1993, Construction Regulations (2014), municipal bylaws, and SANS codes.
• Registration with recognized professional bodies such as ECSA or SACAP where applicable.
• Provision of professional indemnity insurance and demonstration of compliance with COIDA.
• Adherence to statutory building maintenance and safety standards.
• Submission of safety assessment reports, project timelines, and execution programmes before project initiation.
• Work performed must be property of the SABC upon completion, with all received documentation returned after project closure.

Skills Requirements

The successful bidders must demonstrate:

• Registered professional engineers (Pr. Eng/Technologist) in electrical, mechanical, civil/structural, fire, or electronic engineering.
• Registration with relevant professional bodies such as ECSA or SACAP.
• Experience in property maintenance, advisory services, and compliance with statutory standards.
• Capability to produce safety assessments, technical specifications, and project management documentation.
• Provision of qualified personnel with relevant CVs, certifications, and proof of registration.
• Ability to deliver services within specified timelines and adhere to safety and quality standards.
