Tender Summary

Objectives

The primary objective of this tender is to establish a panel of qualified full-service agencies capable of supporting SABC Special Projects on an as-and-when-required basis over a period of three years. The agencies will provide integrated marketing support to execute major campaigns, brand initiatives, platform launches, stakeholder events, and other special projects, ensuring strategic, creative, digital, experiential, and multi-channel campaign delivery aligned with SABC’s public broadcasting mandate.

Scope

The scope encompasses providing comprehensive, integrated marketing services across the entire campaign value chain, including:

  • Strategic Planning: Campaign strategy, messaging frameworks, audience segmentation, positioning, and rollout plans.
  • Creative Development: Campaign concepts, copywriting, art direction, visual systems, scripts, storyboards, and creative rationales.
  • Digital and Social Media: Digital strategy, content calendars, platform-specific content, social copy, paid social recommendations, and audience engagement ideas.
  • Platform Integration & Campaign Rollout: Campaigns across SABC platforms (TV, radio, digital, social, on-air, events), ensuring cohesive visual and messaging systems.
  • Presentation & Design: Executive presentations, partner decks, campaign review materials, and adaptation of creative assets for various formats.
  • Implementation Support: Toolkits, asset management, production checklists, timelines, and coordination.
  • Measurement & Reporting: Campaign performance metrics, wrap-up reports, insights, and proof-of-execution documentation.

Agencies are also required to develop four tailored brand responses for SABC brands: SABC 1, Metro FM, SABC Plus, and SABC Sport, demonstrating their approach to each brand’s unique campaign needs.

Technical Requirements

  • Compliance with all bid conditions, technical specifications, and submission procedures.
  • Provision of detailed technical and creative proposals aligned with the scope of work.
  • Demonstration of ability to operate as both strategic and executional partners, with quality work and fast turnaround times.
  • Submission of four original brand-specific campaign responses, each demonstrating strategic thinking, creative concepts, integrated execution, and measurable outcomes.
  • Adherence to budget guidelines, including a high-level indicative budget of R6 million for a three-month campaign, with clear spend prioritization and value-for-money considerations.
  • Provision of evidence of local content percentage (for equipment/goods), B-BBEE status, tax clearance, and TV license verification.
  • Compliance with confidentiality, conflict of interest, and anti-corruption policies.

Skills Requirements

  • Strategic and Creative Expertise: Ability to develop innovative campaign strategies, compelling creative ideas, and tailored brand responses.
  • Digital and Media Proficiency: Skills in digital strategy, social media management, content creation, and platform integration.
  • Project Management: Strong coordination, planning, and execution skills to deliver campaigns on time, within scope, and budget.
  • Measurement & Analytics: Capability to establish KPIs, measure campaign performance, and generate insightful reports.
  • Technical Competence: Familiarity with production workflows, asset adaptation, and multi-channel campaign delivery.
  • Compliance & Ethical Standards: Knowledge of B-BBEE regulations, confidentiality, and anti-fraud measures.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
