Objectives

The primary objective of this tender is to establish a panel of qualified service providers capable of delivering both generic and specialized training and development programmes for Joburg City Theatres (JCT). The aim is to facilitate cost-effective, needs-based training solutions that enhance the skills and competencies of JCT employees across various levels and disciplines, supporting the organisation's vision of providing world-class, inclusive theatre entertainment and operational excellence.

Scope

The scope encompasses the provision of a wide range of training interventions, including but not limited to:

• Generic training courses such as report writing, office administration, procurement, and financial management.
• Specialized training in areas like rigging, safety, health and environment, labour relations, and technical skills.
• Leadership and organisational development, employment equity, and audit skills.
• Training to be delivered through various methodologies, including face-to-face, virtual, and online platforms.
• Provision of training materials, venues, catering (where applicable), and assessment of learner competency.
• Support for capacity building of approximately 480 employees, with flexibility for variation due to operational needs.

The panel will be contracted for an initial period of 36 months, with the possibility of renewal based on performance and organisational requirements.

Technical Requirements

Service providers must demonstrate compliance with the following technical requirements:

• Provision of credible and/or accredited short learning programmes aligned with national standards (e.g., SETA, SAQA, ETQA).
• Evidence of relevant experience in delivering similar training interventions, including successful project references.
• Qualified facilitators, assessors, and moderators with appropriate certifications, CVs, and registration proof.
• Development of course outlines, unit standard IDs, NQF levels, credits, durations, and target groups for each training intervention.
• Adherence to legislative and policy frameworks applicable to training in the public sector, including compliance with relevant legislation and policies.
• Provision of compliant venues, training materials, and support for virtual/online delivery where required.
• Capacity to monitor and report on training progress, attendance, and competency achievement.

Skills Requirements

Applicants must possess the following skills and competencies:

• Proven experience in designing and delivering training programmes across diverse disciplines and levels.
• Strong understanding of public sector legislative frameworks, governance, and accountability standards.
• Ability to develop tailored training content aligned with organisational goals and competency standards.
• Effective facilitation, assessment, and moderation skills, supported by relevant qualifications and registration.
• Capacity to provide innovative training methodologies, including e-learning and blended approaches.
• Excellent project management and reporting skills to ensure timely delivery and compliance.
• Demonstrated ability to work collaboratively with organisational stakeholders and adapt to changing training needs.
