Objectives

The primary objective of this tender is to establish a panel of qualified service providers capable of supplying, delivering, and constructing civil works, including labour, for City Power Johannesburg (SOC) Ltd. The aim is to ensure efficient execution of civil works projects through a pre-approved pool of contractors.

Scope

The scope encompasses the supply, delivery, and construction of civil works, which may include earthworks, borehole drilling, precast walling, and other related civil construction activities as specified in the technical specifications (CP_TSTAN_092). The scope also involves providing labour and ensuring compliance with technical and safety standards.

Technical Requirements

• Provision of a team comprising qualified professionals including a Civil Engineer, Health and Safety Officer, Architect, Quantity Surveyor, Environmental Specialist, and skilled tradespeople (bricklayers, electricians, carpenters, plumbers, painters, welders).
• Demonstrated experience with relevant civil construction projects, supported by reference letters and project completion certificates.
• Provision of necessary equipment such as concrete mixers, vehicles, cranes, and safety gear, with proof of ownership or leasing agreements.
• Compliance with ISO standards: ISO 9001:2015, ISO 14001:2015, ISO 45001:2018, or submission of a detailed SHEQ plan covering safety, health, environment, and quality management.
• Adherence to safety, occupational health, and environmental regulations as per the Occupational Health and Safety Act 85 of 1993 and City Power’s safety policies.
• Provision of proof of CIDB registration (minimum grade 8CE or higher) and valid COIDA certificate.
• Implementation of quality control, safety protocols, and environmental management plans.

Skills Requirements

• Qualified civil engineers, safety officers, architects, quantity surveyors, environmental specialists, and skilled tradespeople with certified copies of relevant qualifications and registration with professional bodies.
• Experience in civil construction, earthworks, borehole drilling, and related civil activities, supported by reference letters and project documentation.
• Ability to mobilize and operate construction equipment, including concrete mixers, cranes, and vehicles, with proof of ownership or leasing arrangements.
• Knowledge of ISO standards and safety regulations, with the capacity to develop and implement SHEQ plans.
• Understanding of City Power’s safety, health, and environmental policies, and the ability to comply with legal and contractual requirements.

Overall, bidders must demonstrate technical competence, relevant experience, compliance with safety and quality standards, and the capacity to deliver civil works efficiently within the specified scope and requirements.
