Overall Objectives

The overarching goal of this tender is to ensure the effective management of environmental, health, safety, and quality (HSEQ) risks throughout the project's lifecycle. It aims to prevent harm to personnel and the environment, ensure compliance with applicable legislation and standards, and foster a culture of safety and continual improvement through structured procedures, monitoring, and training. Additionally, the project seeks to establish clear responsibilities, minimize environmental impacts, and align safety practices with Eskom’s policies.

Scope of Work

The scope covers all activities related to the design, procurement, construction, installation, testing, commissioning, and handover of the Pegasus substation security upgrade. Key components include refurbishment of access control infrastructure, installation of security fencing and lighting, electrical and mechanical systems, civil works such as earthworks and paving, and environmental management measures. All civil and construction activities must adhere to Eskom standards, relevant legislation, and best practices, emphasizing environmental protection, safety, and security.

Technical Requirements

The technical specifications encompass the design, supply, installation, and commissioning of security infrastructure—including non-lethal fencing, gates, lighting, and kiosks—using approved materials like galvanised steel, aluminium, and fibre cement that meet standards such as SANS and IEC. Electrical systems, including transformers, switchgear, and communication infrastructure, must comply with Eskom and statutory standards, ensuring immunity to environmental factors and EMI. Safety measures such as PPE, signage, fall protection, and emergency procedures are mandatory. Environmental controls include waste management, pollution prevention, and site rehabilitation, all aligned with design standards and legal requirements.

Skills and Competency Requirements

Personnel involved in the project must possess relevant qualifications, certifications, and experience. Designers should have engineering qualifications and experience in security and civil infrastructure. Construction managers and supervisors are required to be registered with SACPCMP or equivalent, with expertise in civil, electrical, and safety management. Electrical technicians and tradespersons must hold appropriate licenses and certifications. Environmental practitioners should have knowledge of environmental legislation and impact assessments. Safety officers and managers must be SACPCMP-registered, capable of implementing and auditing safety practices. All personnel must undergo site-specific safety and environmental training, and competency proof must be documented. The contractor is responsible for ensuring that all sub-suppliers and third-party providers meet these standards and submit proof of qualifications prior to commencement.

Additional Safety and Environmental Management

Both sections emphasize the development and implementation of comprehensive health, safety, and environmental management systems aligned with Eskom standards and legal requirements. This includes hazard identification, risk assessments, permit-to-work systems, safe work procedures, emergency preparedness, and environmental protocols. High-risk activities such as work at heights, electrical work, and handling hazardous materials require specialized training, certification, and control measures. Regular audits, inspections, incident investigations, and non-conformance management are integral to maintaining compliance and safety standards. Emergency response capabilities and environmental management expertise are also critical components of the project’s safety framework.
