Objectives

The primary objectives of this engagement are to:

• Conduct a comprehensive review of the current People Strategy, HR operating model, structure, and culture.
• Support organisational design and realignment of HR roles, processes, and services.
• Facilitate a collaborative and inclusive strategy review process with key stakeholders.
• Perform a deep analysis of HR capabilities, systems, and strategic alignment with Eskom’s business strategy.
• Design a future-fit HR strategy with clear recommendations and strategic targets aligned with Eskom’s transformation and unbundling roadmap.
• Assess culture with recommendations and change levers to embed desired cultural traits.
• Develop an implementation roadmap, strategic goals, and HR scorecard covering a 5 to 7-year period.
• Support the team setup for implementation with structured delivery management and monitoring processes for long-term success.

Scope

The scope includes:

• Review and redesign of People Strategy and HR operating model.
• Organisational design and realignment support.
• Stakeholder facilitation for strategy review.
• HR capability and system analysis.
• Design of a future HR strategy with strategic targets.
• Culture assessment and change management recommendations.
• Development of an implementation roadmap and HR scorecard for 5-7 years.
• Provision of support for implementation, including structured delivery management and monitoring.

Technical Requirements

Interested service providers must include in their proposal:

• Understanding of the scope and approach to the work.
• Project methodology, detailed plan, and timelines.
• Proposed team composition with relevant experience.
• Overview of databases and benchmarks to be utilized.
• References and samples of similar work (minimum of three strategy documents approved by clients with contactable references).
• Methodologies and frameworks to be used per deliverable.
• Fee structure and pricing model.

The project duration is approximately 24 to 36 months, with a detailed timeline and key milestones proposed by the vendor.

Skills Requirements

Proposals should demonstrate:

• Experience in HR/People Strategy reviews in large organisations (e.g., with over 10,000 employees, revenue over R100bn, utilities, or energy sectors).
• Capability in strategy implementation support, change management, and organisational design.
• Expertise in HR capability and system analysis, benchmarking, and digital HR enablement.
• Ability to develop and apply appropriate methodologies and frameworks for each deliverable.
• Relevant experience of team members, including senior strategy consultants, HR specialists, and change management experts.
• Proven track record through references and samples of similar successful projects.
