Overview

The National Heritage Council (NHC) of South Africa invites qualified suppliers to submit quotations for the provision of performing artists and related services for the Golden Shield Heritage Awards 2026. The event is scheduled to take place on 25 September 2025 in Mbombela, Mpumalanga. The procurement will follow the 80/20 preference point system as per the Preferential Procurement Policy Framework Act.

Objectives

• To secure professional performing artists and entertainment services for the Golden Shield Heritage Awards ceremony.
• To recognise and celebrate individuals and organisations that have contributed to the preservation, protection and promotion of South African heritage.
• To provide diverse musical entertainment catering to all attendees, reflecting the national significance of the event and promoting cultural heritage.
• To appoint a suitable, experienced event coordinator to secure artists and coordinate their performances on the day of the event.

Scope of Services

The appointed service provider will be responsible for securing and coordinating the following entertainment services:

• DJ (Quantity: 1): A DJ to play fitting music throughout the awards, arriving early for setup and sound checks, with a wide variety of music genres.
• Cultural Performance Groups (Quantity: 3): Groups to render cultural dance and music performances, preferably based in Mpumalanga.
• Performing Artist (Quantity: 1): A main-act musician from a specified list of iconic South African artists (including Abigail Khubeka and Ringo Madlingozi). The service provider must negotiate availability and offer alternatives if the proposed artist is unavailable.
• Marimba Group (Quantity: 1): A professional marimba performance group.
• Master of Ceremonies (Quantity: 2): One female and one male MC for gender parity, with knowledge and understanding of South Africa's heritage and experience hosting heritage events. Proposed names with profiles must be submitted.

Technical and Administrative Requirements

• Quotations must be submitted electronically before the closing date and time (28/08/2026 at 11:00 AM).
• Quotations must remain valid for 60 days from the closing date.
• Suppliers must be registered on the Central Supplier Database (CSD) and have a valid Tax Compliance Status (TCS) PIN.
• All required SBD forms (SBD 4, SBD 6.1), POPIA consent forms, and the Supplier Code of Conduct must be completed and submitted.
• The service provider must include a detailed project plan with timeframes, objectives and achievable milestones.
• All costs must be included in the quotation, including transportation and/or accommodation for artists to and from the event.
• The service provider must ensure that all proposed artists are available on the event date and must secure replacements at no additional cost if any confirmed artist becomes unavailable.
• All intellectual property rights for deliverables created during the project shall vest in the NHC.
• No services may be rendered before an official NHC purchase order or signed service level agreement is issued.

• Understanding of the 80/20 preference point system and ability to claim specific goals (e.g., promotion of black-owned enterprises, women-owned enterprises, youth-owned enterprises, SMMEs, local enterprises, and enterprises promoting people with disabilities).
