Objectives

The primary objective of this tender is to establish a prequalified database of Built Environment Professionals who are suitably qualified and experienced to support future projects undertaken by ELIDZ. This database aims to streamline the process of engaging consultants across various disciplines for upcoming projects, ensuring quality, compliance, and efficiency over a three-year period.

Scope

The scope of this EOI involves:

• Listing qualified Built Environment Consultants in a prequalification database for use on future ELIDZ projects.
• Covering multiple disciplines including design, construction monitoring, civil engineering, electrical engineering, mechanical engineering, and related services.
• Engagement of consultants for various project lifecycle stages, from planning and design to construction and supervision.
• Projects may include multi-storey office buildings, industrial facilities, civil engineering works, electrical and mechanical systems.
• The database will be valid for three years, with the possibility of sourcing professionals through rotation based on functionality scores and previous awards.

Technical Requirements

Applicants must demonstrate:

• Relevant experience in the design, construction, and monitoring of specified project types.
• Capability to provide services across the project lifecycle stages.
• Experience in at least one or more of the following project types:
• Multi-storey office buildings with reinforced concrete or brickwork structures.
• Industrial buildings with steel or reinforced concrete frames.
• Civil engineering projects including earthworks, roads, and retaining walls.
• Electrical engineering projects including HV/LV systems, substations, and renewable energy.
• Mechanical engineering projects such as HVAC, fire safety, and protection systems.
• Provision of supporting documentation such as previous project references, proof of relevant experience, and compliance with insurance and B-BBEE requirements.
• Compliance with confidentiality, data protection, and procurement procedures outlined in the EOI.

Skills Requirements

Applicants should possess:

• Technical expertise in their respective disciplines aligned with the project types listed.
• Proven track record of successful project delivery within the last 10 years.
• Ability to provide high-quality consultancy services, including design, supervision, and project management.
• Knowledge of relevant standards, regulations, and best practices in the built environment sector.
• Strong communication and compliance skills to adhere to ELIDZ’s procurement and confidentiality policies.
• Capability to operate within a rotation selection process based on functionality scores and previous project awards.
