Objectives

The primary objective of this tender is to secure ongoing development, maintenance, and support for RxSolution, a critical pharmacy information management system used across South African health establishments. The intervention aims to address existing audit findings, prolong the system's operational life, and ensure continuous supply chain visibility and efficiency. Additionally, the project seeks to improve system usability, address governance and security gaps, and support the rollout of RxSolution to more sites, thereby enhancing medicine availability and stock management.

Scope

The scope encompasses:

• Ongoing development and enhancement of RxSolution, including code modifications to improve usability, security, and governance compliance.
• Provision of system maintenance and support for a period of twelve months.
• Training and capacity building for provincial staff, including trainers and system champions.
• Development of tools for data governance, product catalog alignment, and system performance optimization.
• Addressing audit findings related to user management, system usability, and governance standards.
• Supporting the transition towards a future web-based, centralized RxSolution platform while maintaining current local database systems.

Technical Requirements

The technical requirements include:

• Deep expertise in RxSolution's architecture, including technologies such as Delphi, C#, and SQL Server.
• Advanced knowledge of the existing codebase and system architecture specific to RxSolution.
• Development of scripts and tools for data archiving, old data removal, and system performance improvements.
• Implementation of features to enhance user management, including password policies, user switching, and session timeouts.
• Design of user interface improvements to modernize navigation, streamline workflows, and reduce user errors.
• Creation of new reports and functionalities to meet evolving governance and audit standards.
• Development of tools for product catalog alignment and data governance, including comparison and mismatch highlighting features.
• Provision of training materials, SOP guides, and online toolkits for provincial teams.

Skills Requirements

The successful consultants must possess:

• In-depth knowledge of RxSolution's technical environment, including Delphi, C#, and SQL Server.
• Extensive experience with the RxSolution codebase and architecture.
• Strong understanding of public sector medicine supply chain processes and health information systems.
• Proven ability to develop, modify, and optimize complex health IT systems.
• Experience in system usability enhancement and user interface redesign.
• Capacity to develop tools for data management, product catalog alignment, and governance compliance.
• Training and capacity building skills to support provincial teams and SOP development.
• Experience working with audit frameworks such as COBIT and addressing related findings.
