Objectives

The primary objective of this tender is to appoint a service provider to develop External Integrated Summative Assessment (EISA) instruments, exemplars, and related assessment tools for registered occupational qualifications, specifically in the field of Family Law. The service provider will also be responsible for providing EISA exam scripts, marking scripts, and ensuring that candidate examination scripts are marked and moderated by competent subject matter experts (SMEs). The overarching goal is to ensure that assessments are aligned with the relevant Occupational Qualification (OQ) blueprints, meet QCTO requirements, and facilitate the recognition of learners as qualified practitioners in their trade or occupation.

Scope

The scope of work includes:

• Development of assessment instruments (EISA) with corresponding marking memoranda/answers for the specified occupational qualification.
• Preparation of assessment specification addenda (QAS Addendum).
• Engagement with Quality Partners (QPs) and moderators on all exam papers.
• Development of exemplar questions, model answers, and assessment reports.
• Development of assessment tools for the Family Law qualification, including exam papers and marking guides.
• Completion of development within three (3) weeks per qualification, with the contract period extending up to 31 March 2026 to accommodate amendments or moderation processes.
• Provision of reports and documentation related to assessment development and moderation.

Technical Requirements

The technical requirements include:

• Development of assessment instruments aligned with the specific OQ blueprint.
• Inclusion of relevant marking memoranda and answers.
• Engagement with QPs and moderators to ensure quality and compliance.
• Development reports documenting the process and outcomes.
• Adherence to QCTO standards and SASSETA guidelines.
• Timely delivery of assessment tools within the specified three-week period per qualification.
• Confidentiality and intellectual property rights management, with all project information being proprietary to SASSETA.

Skills Requirements

The bidder must demonstrate:

• Experience in developing EISA and FISA assessment instruments or similar assessment tools for occupational qualifications.
• Proven track record in developing assessment materials within the legal or related fields, with at least three (3) years of relevant experience.
• Subject matter expertise in Family Law or occupational learning and development in the legal sector.
• Capability to produce assessment reports, exemplars, and moderation documentation.
• Qualified SMEs with relevant qualifications, such as a legal qualification (e.g., LLB or higher) and a developer statement of results (Unit standards 123394/123401 or related ETD qualifications).
• Ability to engage with QPs and moderators effectively and within tight deadlines.
• Compliance with mandatory requirements, including SAQA verification of international qualifications where applicable.
