Objectives

The primary objective of this tender is to appoint a Professional Service Provider (PSP) to support the Lainsburg Local Municipality (LLM) in the development and implementation of a Revenue Enhancement Programme. The programme aims to improve revenue generation, collection efficiency, and long-term financial sustainability of the municipality by addressing issues such as billing accuracy, tariff structures, indigent management, and revenue protection.

Scope

The scope of work encompasses a comprehensive, multidisciplinary approach including:

• Conducting an AS-IS assessment of current revenue management processes, customer databases, meter systems, and policies.
• Reviewing and restructuring tariffs and policies to ensure cost reflectiveness and equity.
• Auditing meters (electricity, water, etc.), land use, and billing data to identify discrepancies, illegal connections, and revenue leakages.
• Updating and cleansing customer and property data, including land use and zoning information.
• Developing and implementing quick-win initiatives ("low hanging fruits") to achieve immediate revenue improvements.
• Identifying and prioritising infrastructure projects for revenue protection and growth, including developing bankable business cases.
• Updating policies, SOPs, and staffing requirements to enhance operational efficiencies.
• Preparing a comprehensive Revenue Enhancement Programme report with recommendations, cost implications, and funding options.
• Engaging stakeholders and transferring skills to municipal officials throughout the process.

Technical Requirements

The technical requirements specify that the PSP must:

• Possess relevant expertise in project management, electrical and civil engineering, finance, legal, town planning, and geo-spatial analysis.
• Be registered with appropriate professional bodies (e.g., SACPLAN, GISSA, CIPC, etc.) and provide proof of registration and qualifications.
• Demonstrate experience in municipal revenue enhancement projects, including meter audits, tariff restructuring, billing data cleansing, and revenue management.
• Provide a detailed project team structure, CVs of key personnel, and a resource schedule indicating roles, experience, and qualifications.
• Develop and present a Project Implementation Plan (PIP), including milestones, timelines, risk management, and cash flow projections.
• Ensure data integrity through comprehensive data cleansing, land use verification, and meter validation exercises.
• Engage with stakeholders, including municipal officials, Eskom, NERSA, and other relevant entities, to gather information and ensure buy-in.
• Utilize tools such as the Single and Integrated Revenue Management Framework (SIRMF) Assessment Tool to evaluate institutional, financial, and operational performance areas.
• Prepare detailed reports on findings, remedial actions, and project prioritisation, culminating in a final Revenue Enhancement Programme document for approval and implementation.
