Objectives

The primary objective of this tender is to engage professional services firms in landscaping architecture and built environment disciplines to develop the Alexandra Far East Bank Park in Alexandra, Johannesburg. The project aims to transform an underutilized river corridor into a vibrant, safe, sustainable green space that enhances community life, incorporates flood control measures, introduces pedestrian bridges, creates recreational and gathering areas, integrates smart city features, and ensures environmental compliance. The scope includes planning, design, and development stages, with a multidisciplinary approach involving landscape architects, civil engineers, and environmental practitioners.

Scope

The scope encompasses:

• Design and development of flood control measures aligned with city guidelines, including riparian edge enhancements and native vegetation stabilization.
• Construction of pedestrian bridges ensuring safety standards and flood resilience.
• Development of large open areas with durable, maintenance-free paving for sports, play, and community events, with embedded educational features.
• Integration of smart city amenities such as WiFi hotspots, smart lighting, art installations, and educational zones with QR codes.
• Design of large open gathering spaces with amenities like seating, shade, and performance areas, ensuring accessibility and safety.
• Implementation of vehicular access restrictions using physical barriers.
• Provision of lighting solutions to enhance safety and deter vandalism.
• Stakeholder engagement, public participation, and compliance with environmental and regulatory requirements.
• Review and validation of existing design layouts within a declared budget of R 4,000,000 ex VAT, including professional planning and development services.

Technical Requirements

The technical requirements include:

• Adherence to environmental authorizations and legislation, with no scope deviations outside prescribed Environmental Impact Assessment (EIA) parameters.
• Design of flood control measures based on updated flood line data and native vegetation stabilization.
• Construction of pedestrian bridges compliant with SANS safety standards, positioned to withstand flooding.
• Use of durable, non-slip paving materials suitable for multi-purpose use and educational features.
• Integration of smart city technologies such as WiFi hotspots and smart lighting systems.
• Design of accessible, safe, and flexible open spaces for community gatherings, with appropriate amenities and lighting.
• Implementation of physical barriers for vehicular restriction and safety.
• Provision of innovative lighting solutions to prevent vandalism and enhance safety.
• Compliance with all environmental, health, and safety regulations, including stakeholder consultation and public participation processes.

Skills Requirements

The tender mandates submission from multidisciplinary firms with the following skills and qualifications:

• Landscape Architect: Minimum 3-5 years of experience (points awarded for more years), with recent CVs and SAQA accreditation if outside South Africa. Must hold a national diploma, BTech, degree, honors, or master's qualification. Valid SACLAP/EAPASA/ECSA registration and professional indemnity insurance of at least R5 million are required.
• Civil Engineer: Registered with relevant professional bodies, with demonstrated experience in flood control and infrastructure design.
• Environmental Practitioner: EAPASA-registered, with experience in environmental impact assessments, WULA applications, and compliance with environmental legislation.
• Company Experience: Proven track record with references in landscape architecture projects, demonstrating capacity to deliver within budget and regulatory frameworks.
• Additional Skills: Stakeholder engagement, public participation, regulatory compliance, and project management expertise.
