Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to deliver professional town planning and land surveying services for the Arniston Infill Housing Project. The project aims to facilitate the creation of 61 additional single residential erven through rezoning, subdivision, consolidation, and closure of portions of public open space, ensuring compliance with municipal land use regulations and stakeholder engagement.

Scope

The scope of work includes:

• Securing necessary approvals for rezoning, subdivision, consolidation, and public open space closure.
• Preparing and submitting applications in terms of the CAM Land Use Planning By-Law, 2022, including rezoning, subdivision, closure, and consolidation.
• Managing and documenting the public participation process.
• Preparing and submitting SG diagrams, pegging certificates, and related cadastral documentation.
• Providing strategic planning, stakeholder engagement, and technical support throughout the project duration.

Technical Requirements

The technical requirements encompass:

• Qualified professionals:
  • Town Planner: Registered with SACPLAN with 5+ years’ experience in land use management and SPLUMA applications.
  • Land Surveyor: Registered with SAGC with 5+ years’ experience in SG submissions and land development projects.
• Demonstrated experience in similar projects involving rezoning, subdivision, consolidation, and public space closure within the Western Cape.
• Knowledge of municipal land use legislation, SPLUMA, and DEADP processes.
• Ability to prepare comprehensive planning application packs, manage project timelines, stakeholder engagement, and produce visual and report documentation.
• Submission of detailed methodology, sequencing, and risk management plans addressing EIA, objections, and appeals.

Skills Requirements

The tenderer must demonstrate:

• Professional registration and relevant experience of key personnel:
  • Town Planner: SACPLAN registered, with CV and proof of registration.
  • Land Surveyor: SAGC registered, with CV and proof of registration.
• Proven ability to complete similar municipal projects, including rezoning, subdivision, and SG diagram registration, with references and project portfolios.
• Technical competence in preparing planning applications, cadastral documentation, and managing public participation processes.
• Capacity to produce high-quality reports, visuals, and final documentation in both digital and hard formats.
• Experience in stakeholder engagement, including DEADP, Tribunal, and community liaison, with a strategic approach to risk mitigation.
