Objectives

The primary objective of this tender is to procure the supply, installation, and maintenance of digital speed law enforcement cameras, along with the administration of the back-office system, for a period of 36 months. The aim is to enhance traffic law enforcement capabilities through advanced camera systems that can record speed violations and other infractions, support prosecution, and facilitate effective management of traffic contraventions.

• Provision of digital speed enforcement cameras (fixed and mobile) compliant with relevant standards.
• Installation of cameras at authorized locations across the municipality.
• Maintenance and servicing of the camera systems throughout the contract period.

Mandatory Certification & Compliance

• Equipment must be SANS 1795 compliant and type approved by an independent laboratory.
• Certificates required for red-light enforcement cameras, speed enforcement systems, and average speed enforcement.

Camera System Capabilities

• Video camera with minimum 2/3 inch sensor, 5MP resolution, and HD video capture (720p or better).
• Minimum 5-second video buffer per infringement, with embedded date, time, and location data.
• Real-time onboard Automatic Number Plate Recognition (ANPR) with alerts against wanted vehicle lists.
• Automatic enforcement modes including speed, red-light, vehicle classification, and point-to-point average speed enforcement.
• Night-time illumination using LED infrared or white light flashes.
• Remote access via smart-card identification, web interface, Wi-Fi, 3G, or Ethernet.
• Secure, tamper-proof roadside housing with locking, tamper alarms, and secure attachment to concrete plinths or mobile mounts.

Operational & Data Management

• Capability to operate in multiple lanes and directions simultaneously.
• Integration with NATIS and compliance with the National Traffic Information System.
• Ability to upload infringement data automatically to the back-office system.
