Objectives

The primary objective of this tender is to provide comprehensive training for Recognised Shop Stewards at OBP. The training aims to enhance participants' understanding of their rights, duties, and functions, including trade union recognition, collective bargaining, dispute resolution, disciplinary processes, and employment legislation such as the Labour Relations Act and Basic Conditions of Employment Act. Additionally, the training seeks to develop practical skills in communication, negotiation, conflict resolution, ethical conduct, and effective workplace representation.

Scope

The scope of work includes:

• Design and facilitation of training sessions for 6 recognised Shop Stewards.
• Coverage of topics such as rights, duties, functions, limitations of Shop Stewards, trade union recognition, collective bargaining, industrial action, workplace dispute resolution, disciplinary and grievance processes, and employment legislation.
• Development of practical skills in communication, negotiation, conflict resolution, consultation, and ethical conduct.
• Provision of facilitation, learner materials, attendance registers, and certificates of completion.
• Training to be conducted in person, incorporating practical case studies, group discussions, and workplace-based scenarios.
• Completion of training by 31 September 2026.

Technical Requirements

The service provider must meet the following technical requirements:

• Provide references for at least two similar services completed within the last 36 months.
• Demonstrate experience in designing and facilitating labour relations or shop steward training for at least five years.
• Show proven experience in delivering training on the Labour Relations Act, Basic Conditions of Employment Act, collective bargaining, disciplinary processes, grievance management, and dispute resolution.
• Ensure facilitators possess qualifications in Labour Law or an LLB with specialization, with a minimum of 10 years' practical labour relations experience, supported by CVs and qualifications.
• Provide a detailed training programme, methodology, and sample course materials as part of the proposal.
• Be an accredited training provider with valid Education and Training Quality Assurance (ETQA) or relevant accreditation.
• Provide facilitation, learner materials, attendance registers, and certificates of completion.

Skills Requirements

The tender requires the following skills from the service provider:

• Expertise in labour relations, employment law, and workplace dispute resolution.
• Proven experience in designing and delivering adult training programmes, especially in labour and trade union contexts.
• Facilitators with qualifications in Labour Law or equivalent, and extensive practical labour relations experience.
• Ability to develop engaging and practical training content, including case studies and workplace scenarios.
• Strong facilitation and communication skills to effectively transfer knowledge and skills to participants.
• Capability to produce comprehensive training materials and assessment tools.
