Objectives

The primary objective of this tender is to appoint a service provider to deliver online training to BANKSETA staff members on Supply Chain Management (SCM) processes and legislation, as well as to review and update BANKSETA's SCM policies. The training aims to enhance staff understanding of applicable legislation, regulations, and best practices in public sector SCM, ensuring compliance and promoting professionalism within the organization.

Scope

The scope of work includes:

• Providing comprehensive SCM training for approximately 60 staff members, mainly managers across all divisions, with a focus on procurement of goods and services.
• Reviewing and updating BANKSETA's existing SCM policies, specifically the PPP Policies (13 pages) and SCM Policies (39 pages), last updated in March 2025, to ensure alignment with current legislation such as PFMA, National Treasury guidelines, circulars, the Public Procurement Act 2024, and other relevant laws.
• Developing a compliance checklist for Schedule 3A public entities and main items requiring adherence.
• Discussing proposed policy changes with SCM management and ensuring policies reflect current legislative and best practice standards.
• Delivering the training over a maximum of four days, with sessions scheduled flexibly, and providing a report with recommendations for policy updates.

Technical Requirements

The technical requirements include:

• Designing and delivering online SCM training tailored to public entities, compliant with PFMA, National Treasury circulars, circulars, the Public Procurement Act 2024, and other relevant legislation.
• Ensuring training content covers all current applicable legislation, guidelines, and practice notes.
• Updating policies to incorporate legislative changes and best practices, including compliance checklists for Schedule 3A entities.
• Providing a detailed report with recommendations for policy amendments and compliance considerations.
• Facilitating discussions with SCM management regarding proposed policy updates.

Skills Requirements

The successful service provider must demonstrate:

• Proven experience in drafting, reviewing, or updating SCM policies for public entities, departments, SOEs, or institutions utilizing public funds and regulated by PFMA or MFMA, within the past five years.
• Expertise in public sector SCM legislation, regulations, and best practices, including PFMA, PPPFA, National Treasury circulars, and the Public Procurement Act 2024.
• Experience in delivering online SCM training to diverse audiences, including managers, SCM staff, and executives.
• Ability to develop compliance checklists and facilitate policy discussions with SCM management.
• Capability to produce comprehensive reports with actionable recommendations for policy updates.
• Strong understanding of ethical standards and professional conduct in public procurement processes.
