Objectives

The primary objective of this tender is to establish a provision for actuarial services through a comprehensive tender process. The aim is to select qualified contractors capable of delivering actuarial expertise and services to Eskom Group of Companies, ensuring compliance with relevant legislation and tax requirements for the 2025/2026 tax year.

Scope

The scope encompasses the provision of actuarial services to Eskom Group of Companies, including Eskom Holdings SOC Ltd and its subsidiaries. It involves assessing contractor classifications, ensuring compliance with tax legislation, and providing necessary documentation such as affidavits and declarations related to employment status, tax compliance, and service delivery conditions.

Technical Requirements

• Completion of detailed questionnaires to determine contractor classification (Company, Trust, Close Corporation, or Individual).
• Submission of signed affidavits confirming employment status, independence, and tax compliance.
• Assessment of contractor's tax status based on criteria such as residence, employment, income sources, and control over services.
• Provision of accurate contractor details including registration numbers, bank details, addresses, and contact information.
• Adherence to definitions and legislation as per the Income Tax Act, No. 58 of 1962, as amended.
• Ensuring all documentation is signed and submitted within specified timelines.

Skills Requirements

• Strong understanding of South African tax legislation, particularly the Income Tax Act and related regulations.
• Experience in contractor classification and tax compliance assessments.
• Ability to interpret and complete detailed questionnaires and affidavits accurately.
• Knowledge of employment law and definitions related to connected persons, independent contractors, and personal service providers.
• Proficiency in managing documentation, including affidavits, declarations, and compliance forms.
• Excellent communication skills to liaise with Eskom’s tax and legal departments.
• Attention to detail to ensure accuracy and completeness of all submitted information.
