Objectives

The primary objective of this tender is to procure Hazard Identification and Risk Assessment (HIRA) training for OHS committee members. The training aims to equip participants with the skills to identify workplace hazards, assess risks, and implement control measures to ensure a safe working environment. It also seeks to promote compliance with occupational safety regulations and enhance safety culture within organizations.

Scope

The scope of work includes the design and delivery of a comprehensive HIRA training program covering:

• Foundations of workplace safety and HIRA principles
• Hazard identification and hazard categories
• The fundamentals of HIRA and risk assessment processes
• Step-by-step risk assessment procedures
• Implementation and management of control measures
• Communication strategies and fostering a safety culture
• Legal compliance related to the Occupational Health and Safety Act, including OHSA Section 8

The training should include theoretical and practical components, evidence portfolios from attendees, and cover processes such as hazard identification, risk ranking, and control implementation.

Technical Requirements

• The training must be delivered over two days, including breakfast and lunch provisions.
• Content must align with legal requirements, including the Occupational Health and Safety Act and related regulations.
• Training materials should include checklists, observation forms, SOPs, and other relevant tools.
• The training facilitator must have at least three years of experience in conducting HIRA training and provide CVs and HIRA training certificates.
• The training should ensure participants can perform risk assessments independently and communicate findings effectively.
• All quotations must be on the supplier’s letterhead and adhere to specified pricing structures.

Skills Requirements

• Proven experience (minimum of three years) in delivering HIRA and occupational safety training.
• Facilitators must hold valid HIRA training certificates.
• Ability to develop and deliver training content that is practical, engaging, and compliant with legal standards.
• Strong understanding of occupational health and safety legislation, including OHSA Section 8.
• Excellent communication skills to effectively convey hazard identification and risk assessment concepts to diverse audiences.
• Capacity to provide evidence portfolios demonstrating attendee participation and competency.
