Objectives

The primary objective of this tender is to procure security services, including manned guarding and technical security services, for the Coega SEZ and non-SEZ business operations. The aim is to ensure the safety, security, and integrity of CDC’s premises, satellite offices, and associated sites over a three-year period, supporting CDC’s broader goal of socio-economic development and infrastructure protection.

Scope

The scope encompasses:

• Provision of 24-hour physical security manned guarding and technical security services at various CDC sites within the SEZ and non-SEZ areas, including satellite offices across South Africa.
• Services may include general repairs and maintenance of existing security systems.
• Sites include the Coega SEZ, Vulindlela Accommodation and Conference Center, Bluewater Bay Sunrise Hotel, Nelson Mandela Bay Logistic Park, Wild Coast SEZ, and other CDC business locations.
• Security technical services required include access control, electronic access control systems, intrusion detection systems, AI, drone technology, electrical fencing, GIS, fire and gas suppression systems, command and control centers, backup systems, and more.
• The contract duration is three years, with potential inclusion of new or ad-hoc security requirements across CDC’s expanding operations.

Technical Requirements

The technical specifications include:

• Provision of trained security personnel compliant with PSIRA registration, equipped with identification cards.
• Implementation and maintenance of security systems such as access control, intrusion detection, electrical fencing, and surveillance technology.
• Use of CDC’s electronic incident reporting system or provision of an equivalent system, with personnel trained accordingly.
• Provision of certified security technicians for technical services, including video management, network systems, AI, drone technology, and other security systems listed.
• Development of Occupational Health, Safety, and Environmental Management Systems in line with CDC standards.
• Compliance with all relevant legislation, including PFMA, Occupational Health and Safety Act, Environmental Management Act, and others.
• Provision of liability insurance cover of at least R20 million.
• Criminal record clearance for security personnel, periodic verification, and contingency/crisis management plans.

Skills Requirements

The successful bidder must demonstrate:

• Experience in providing security services for large-scale industrial and economic zones.
• Capability to deploy and maintain advanced security systems such as AI, drone technology, electronic access controls, and surveillance systems.
• Qualified and PSIRA-registered security officers and technicians with relevant expertise.
• Proficiency in using CDC’s electronic incident reporting and security management systems.
• Ability to develop and implement Occupational Health, Safety, and Environmental Management Systems.
• Strong compliance record with applicable legislation and regulations.
• Capacity to provide comprehensive security solutions, including technical repairs, maintenance, and system upgrades.
• Proven track record in managing security for multiple sites and coordinating with law enforcement and emergency services.
