Objectives

The primary objective of this tender is to secure qualified service providers for the provision of security manned guarding and security technical services for the Coega SEZ and non-SEZ business areas. The services aim to ensure the safety, security, and operational integrity of CDC’s premises, satellite offices, and associated sites over a period of three years. The initiative supports CDC’s broader goal of fostering socio-economic development, infrastructure management, and sustainable economic zone operations.

Scope

The scope encompasses:

• 24-hour physical security manned guarding services across CDC’s SEZ and non-SEZ sites, including satellite offices and new/existing CDC business premises.
• Security technical services such as repairs, maintenance, and management of security systems.
• Provision of security at various sites within the Eastern Cape, Uitenhage, Umthatha, and other locations, including specific sites like Vulindlela Accommodation and Conference Center, Bluewater Bay Sunrise Hotel, Nelson Mandela Bay Logistic Park, Wild Coast SEZ, and CDC satellite offices.
• Implementation of security technical systems including access control, electronic access control, intrusion detection, AI, drone technology, electrical fencing, GIS, fire and gas systems, command centers, backup systems, and more.
• Adherence to legislative and regulatory requirements throughout the contract duration.

Technical Requirements

The technical specifications include:

• Provision of trained security personnel registered with PSIRA, equipped with identification cards.
• Use of CDC’s electronic incident reporting system or provision of an equivalent system, with personnel trained accordingly.
• Capability to provide certified security system technicians for systems such as video management, cameras, access control, AI, drone tech, electrical fencing, GIS, fire suppression, and backup systems.
• Implementation of security systems including access control, intrusion detection, electrical fencing, and other specified technologies.
• Provision of liability insurance of at least R20 million.
• Compliance with all relevant legislation, including PFMA, Occupational Health and Safety Act, Environmental Management Act, and others.
• Development of Occupational Health, Safety, and Environmental Management Systems.
• Criminal record clearance for security personnel and annual verification.
• Provision of contingency and crisis management plans.
• Establishment of a fully functional office in Gqeberha within 90 days if outside the location.

Skills Requirements

The successful bidder must demonstrate:

• Experience in security guarding and technical security services, with proven capability to manage multiple sites.
• Qualified security officers registered with PSIRA, trained in incident reporting and system operation.
• Technical expertise in security system installation, maintenance, and management, including advanced technologies like AI, drones, and GIS.
• Ability to develop and implement Occupational Health, Safety, and Environmental Management Systems.
• Capacity to provide certified security system technicians and resellers for specified security technologies.
• Financial stability, evidenced by valid insurance and compliance with tax and B-BBEE requirements.
• Capability to establish and operate a local office in Gqeberha within the stipulated timeframe.
• Proven track record of compliance with relevant legislation and security standards.
