Objectives

The primary objective of this tender is to appoint a qualified service provider to perform maintenance services for the Heating, Ventilation, and Air Conditioning (HVAC) systems, including all associated parts and equipment linked to the chiller plant at ATNS King Shaka Airport and remote sites, for a period of two (2) years.

Scope

The scope encompasses:

• Routine maintenance of HVAC systems, chillers, AHUs, FCUs, pumps, and associated equipment as per manufacturer’s best practices.
• Cleaning indoor and outdoor units, filters, coils, and inspecting refrigerant pressures.
• On-call repair services for existing chiller plant failures (ad-hoc basis).
• Supply and installation of new parts and equipment where repairs are uneconomical.
• Refrigerant refilling, electrical installations, and certification of compliance.
• Monthly building management system (BMS) servicing, including software licenses.
• Installation and commissioning of remote access systems.
• Provision of guarantees and maintenance for replaced parts.
• Maintenance of split and cassette air conditioning units, including repairs and replacements.
• Development of a risk-based 1-year rolling plan for site-specific HVAC maintenance.

Technical Requirements

The technical specifications include:

• Servicing all HVAC, chiller plants, AHUs, FCUs, pumps, and control systems at designated sites.
• Cleaning, refrigerant pressure checks, performance assessments, and drain inspections.
• Electrical work, leak checks, system commissioning, and compliance certification.
• Supply and replacement of HVAC units and parts, with warranties of 12 months on all replaced components.
• Adherence to relevant standards (SANS, ASA-B9.1, SABS/SANS specifications).
• Provision of emergency callout services with a 1-hour response SLA.
• Use of approved brands or equivalents, subject to inspection and testing by ATNS.
• Development of site-specific maintenance plans based on risk assessments.

Skills and Qualification Requirements

The successful bidder must demonstrate:

• Trade-tested HVAC mechanic/technician with at least 5 years’ post-trade experience.
• Qualified licensed installation electrician with a minimum of 5 years’ experience.
• Registration with SAQCC and authorized refrigeration gas practitioner certification.
• Competence in electrical installations, refrigerant handling, and compliance with safety standards (SANS 10142).
• Licensed technicians capable of electrical work, system repairs, and system commissioning.
• Ability to develop and implement risk-based maintenance plans.
• Licensed and registered with relevant professional bodies (e.g., SARACCA).
• Capacity to respond promptly to emergency callouts and perform ad-hoc repairs.
