Objectives

The primary objective of this tender is to engage reputable service providers to supply trained personnel for fire lookout duties at Roburnia Plantation. Specifically, the service providers are to provide personnel capable of detecting fires on lookout towers in areas lacking camera detection systems, over a period of four months.

Scope

The scope of work includes:

• Provision of 2 fire lookout towers crews at Roburnia Plantation.
• Manning of two lookout towers, with 4 personnel per tower, working in 8-hour shifts.
• Operational duties such as fire detection, reporting signs of smoke or suspicious activity, and maintaining lookout tower operations.
• Ensuring personnel are equipped with necessary PPE, tools, and training.
• Adherence to operational and safety protocols, including shift timings and communication requirements.

Technical Requirements

The technical requirements for the service providers include:

• Provision of trained lookout personnel with relevant experience in fire detection and suppression operations.
• Demonstration of at least 2 years’ experience in fire lookout or related operations, supported by reference letters.
• Provision of proof of relevant training, including First Aid, SHE (Safety, Health, Environment) representatives, and lookout guarding certificates.
• Supply of PPE, tools, and necessary operational equipment, compliant with safety standards.
• Implementation of operational procedures, including shift management, communication protocols, and reporting mechanisms.
• Availability of personnel at all times, including during leave or off days, to respond to emergencies.
• Compliance with the protection of personal information and confidentiality requirements.

Skills Requirements

The skills required from service providers and personnel include:

• Experience in fire detection and lookout operations, with a minimum of 2 years demonstrated through reference letters.
• Training in First Aid, SHE, and lookout guarding, with certificates to be provided as proof.
• Ability to operate binoculars and two-way radios effectively.
• Good communication skills for reporting and coordination.
• Operational discipline to follow shift schedules, safety protocols, and reporting procedures.
• Capacity to respond promptly to signs of fire or suspicious activity and take appropriate corrective actions.
