Objectives

The primary objectives of this tender are to:

• Provide the FSCA with a qualified service provider to deliver a comprehensive employee wellness programme over five years.
• Ensure the organisation’s employees receive holistic wellness support, including emotional, physical, social, and mental health services.
• Promote employee productivity, well-being, and organisational effectiveness through targeted interventions and support services.
• Establish a structured framework for the evaluation, monitoring, and reporting of wellness services delivered.

Scope

The scope of work includes:

• Provision of 24/7 telephonic and electronic wellness services for employees and their immediate families, including weekends and public holidays.
• Offering up to six (6) personal counselling sessions per individual annually, conducted by registered professionals.
• Implementation of health awareness campaigns and promotion of healthy living initiatives.
• Training managers and HR professionals on recognising and supporting employee wellness challenges.
• Providing trauma debriefing and counselling within 12-48 hours of incidents.
• Addressing workplace issues such as absenteeism, performance challenges, work-life balance, and interpersonal conflicts.
• Conducting annual executive wellness programmes and developing implementation plans.
• Delivering regular reports (monthly, quarterly, annual, and trend analysis) and online wellness information.
• Participating in wellness day events and providing multilingual confidential counselling and referral services.
• Offering health risk assessments including flu vaccinations, screenings, and health checks.

Technical Requirements

The technical requirements include:

• Provision of fully qualified and registered wellness professionals for counselling and health services.
• Availability of a 24/7 telephonic and electronic support system.
• Development and submission of detailed methodologies, service level response plans, and annual wellness plans.
• Provision of samples of reports (monthly, quarterly, annual, trend reports).
• Implementation of a system to keep the FSCA updated on industry developments related to employee wellness.
• Demonstration of experience through company profiles, references, and CVs of key personnel with at least 10 years’ experience.
• Adherence to confidentiality, data protection, and compliance with relevant laws and regulations.

Skills Requirements

The successful bidder must demonstrate:

• Experience in delivering comprehensive employee wellness programmes, with a minimum of five (5) years in the industry.
• Capability to provide a multidisciplinary team including psychologists, health professionals, and wellness trainers.
• Proficiency in developing and implementing wellness strategies, reports, and industry trend analysis.
• Strong project management skills to develop implementation plans and coordinate wellness activities.
• Ability to deliver multilingual confidential counselling services.
• Experience in conducting health risk assessments and wellness campaigns.
• Knowledge of relevant legal and regulatory frameworks, including privacy laws and employment regulations.
