Objectives

The primary objective of this tender is to procure and install a prefabricated ABT (Approved Built Technology) structure at Nu 11 Clinic, Motherwell, Gqeberha, to support clinical functions. The project aims to ensure the structures are manufactured to specified standards, comply with relevant legislation, and are suitable for the intended healthcare use. Additionally, the tender seeks to establish clear health and safety, technical, and operational protocols to facilitate safe, efficient, and compliant construction and installation.

Scope

The scope of work includes:

• Manufacture and supply of prefabricated ABT structures, including doors, windows, finishes, electrical and mechanical fittings, and rainwater goods, as per detailed specifications.
• Construction of the structures on site, including foundations, structural supports, and external cladding, in accordance with approved drawings and specifications.
• External works such as site clearance, earthworks, paving, drainage, and connection to existing services (water, electrical, sewerage).
• Installation of electrical, plumbing, HVAC, fire protection, and other mechanical systems as specified.
• Provision of site establishment, hoardings, safety measures, and environmental controls.
• Implementation of health and safety protocols, including risk assessments, PPE, signage, and emergency procedures.
• Coordination with subcontractors, SMMEs, and other stakeholders to meet socio-economic targets and project timelines.

Technical Requirements

The technical requirements encompass:

• Manufacture of prefabricated units in accordance with manufacturer specifications, including structural integrity, insulation, waterproofing, and finishes.
• Compliance with relevant standards such as SANS, ISO, and local building codes.
• Design and installation of rainwater goods, wall panels, roofing, and external cladding as per drawings.
• Electrical and mechanical installations conforming to SANS 10142, SANS 10252, and other applicable standards.
• Proper foundation and structural support as per engineering details.
• Environmental controls including waste management, dust suppression, and noise mitigation.
• Implementation of health and safety measures in line with Occupational Health and Safety Act 85 of 1993 and Construction Regulations 2014.
• Provision of certification and documentation for all installations, including safety certificates, inspection reports, and compliance certificates.

Skills and Competencies Requirements

The tenderer must demonstrate:

• Proven experience in manufacturing and installing prefabricated healthcare structures or similar modular buildings.
• Competence in structural engineering, electrical, plumbing, HVAC, and fire protection systems, with relevant certifications.
• Ability to interpret and execute detailed drawings, specifications, and technical standards.
• Knowledge of local building codes, standards, and environmental regulations.
• Capacity to manage site safety, environmental controls, and risk assessments effectively.
• Experience in coordinating multidisciplinary teams, subcontractors, and SMMEs to meet project targets.
• Demonstrated ability to adhere to project timelines, budgets, and quality standards.
• Provision of qualified personnel, including site supervisors, health and safety officers, and technical specialists, with relevant certifications and experience.
