Objectives

The primary objectives of this tender are to:

• Promote domestic tourism within Ingquza Hill Municipality by hosting the Heritage and Tourism Festival in September 2025.
• Provide exposure to local tour operators and tourist guides.
• Create opportunities for the community to experience and understand the municipality's wealth and beauty through tourism.
• Contribute to the economic growth of Ingquza Hill community by attracting visitors and enhancing local tourism activities.

Scope of the Tender

The scope encompasses sourcing and providing services for the Ingquza Hill Heritage and Tourism Festival, including:

• Provision of 2 national artists (Maskandi and Afropop genres).
• Engagement of 4 local artists.
• Involvement of 2 local traditional dance groups.
• Arrangement of 15 exhibitors, including craft vendors.
• Booking of 4 comedians (including 2 well-known comedians).
• Provision of 2 Master of Ceremonies (MC).
• Engagement of 5 fashion designers.
• Ensuring artists and performers are available on time and are responsible for their needs, including payments and accommodation.
• Providing artists with diverse musical genres.

The festival will take place over two days (26-27 September 2025) and aims to deliver specified outputs such as performances, cultural events, and exhibitions to position Ingquza Hill as a tourist destination.

Technical Requirements

General Conditions

• Bid submissions must be in sealed envelopes clearly reflecting the tender number and description.
• All mandatory documents must be attached, including valid registration proof, declarations, and tax compliance certificates.
• Proposals must be submitted on original tender documents; no faxed or emailed submissions are accepted.
• The tender validity period is 90 days from the closing date.
• Potential bidders must comply with tax obligations, including providing SARS tax clearance certificates and CSD registration.

Specific Technical Requirements

• Provision of artists and performers must include diverse genres and ensure punctuality.
• Service providers must handle all logistics related to artists, including payments and accommodations.
• Deliverables include 2 national artists, 4 local artists, 2 traditional dance groups, 15 exhibitors, 4 comedians, 2 MCs, and 5 fashion designers.
• The service duration is from the appointment date until 28 September 2025.
• Proposals must demonstrate previous experience in organizing similar events involving artists and performers.

Evaluation Criteria

• Functionality: 100 points (including capacity, expertise, project experience, and methodology).
• Specific Goals: 20 points (ownership by black youth, women, people living with disabilities, and black ownership).
• Price: 80 points.

Additional Technical Conditions

• All prices must be firm and inclusive of delivery costs, taxes, and levies.
• Service providers must ensure timely delivery and compliance with all contractual obligations.
• All submissions must include relevant experience, references, and proof of previous similar work.
• Contract management, reporting, and communication protocols must be adhered to post-award.
