Objectives

The primary objective of this tender is to select a qualified service provider to supply cleaning and hygiene services at the Port Elizabeth (Gqeberha) Pharmaceutical Depot for a period of thirty-six (36) months. The goal is to ensure a clean, hygienic, and compliant environment within the depot facilities, supporting the Department of Health's mandate for safe pharmaceutical storage and distribution.

Scope

The scope of work includes:

• Provision of comprehensive cleaning services for approximately 6,732 m² of depot space, including offices, storage areas, passages, stairways, and external areas.
• Carpet cleaning, dusting, waste disposal, window and glass cleaning, and toilet sanitation.
• Provision of hygiene services such as sanitary bin servicing, wall-mounted dispensers, air fresheners, and sanitary wipes.
• Supply of cleaning equipment, chemicals, uniforms, and safety data sheets.
• Implementation of infection control measures and adherence to occupational health and safety standards.
• Training of staff and maintenance of service standards as per contractual agreements.

Technical Requirements

The technical requirements include:

• Compliance with specified cleaning standards, infection control protocols, and hygiene practices.
• Use of approved disinfectants, cleaning agents, and equipment as per SABS standards.
• Provision of adequate cleaning machinery such as industrial scrubbers, polishers, vacuum cleaners, and safety equipment.
• Development of a detailed cleaning schedule covering daily, weekly, and monthly activities.
• Implementation of a waste management system with proper disposal and sanitation procedures.
• Adherence to the specified service levels, including response times and quality benchmarks.
• Provision of staff uniforms, personal protective equipment, and identification badges.
• Compliance with health and safety legislation, including Occupational Health and Safety Act requirements.

Skills Requirements

The successful bidder must demonstrate:

• Experience in providing cleaning and hygiene services within pharmaceutical or similar regulated environments.
• Qualified supervisory staff with relevant experience in cleaning management, infection control, and safety procedures.
• Ability to develop and implement comprehensive training programs for staff on cleaning protocols, equipment usage, and safety measures.
• Proficiency in maintaining hygiene standards, record-keeping, and reporting as per contractual and regulatory requirements.
• Capacity to manage logistics, supply chain, and staffing efficiently to ensure uninterrupted service.
• Knowledge of applicable standards such as SABS, Occupational Health and Safety Act, and environmental regulations.
