Objectives

The primary objective of this tender is to appoint a capable and experienced service provider to deliver comprehensive cleaning and hygiene services for the Department of Community Safety over a period of thirty-six (36) months. The goal is to ensure all departmental facilities, including toilets, lifts, passages, and office spaces, are maintained in a clean, hygienic, and healthy environment for staff, visitors, and other stakeholders.

Scope

The scope of work includes:

• General cleaning of all toilets, stairs, lifts, passages, foyers, and departmental windows.
• Supply of SABS-approved cleaning materials and disinfectants containing ammonia, fragrances, and antiseptic agents.
• Stripping, mopping, vacuuming, and buffing of floors and carpets using industrial equipment and approved chemicals.
• Installation and servicing of hygiene equipment such as soap dispensers, air fresheners, wet wipes holders, and paper towel dispensers.
• Daily cleaning activities, preferably before 8:00 am, with specified frequencies for different tasks (e.g., every second day for passages and lifts, daily for foyers).
• Supply of toilet seat wet wipes, disinfectants, and odor-neutralizers.
• Cleaning of specific areas as per departmental layout, including multiple floors with detailed toilet counts and hygiene stations.

Technical Requirements

The technical requirements include:

• Provision of six (6) general workers (3 males and 3 females) for the duration of the contract.
• Use of approved, high-quality, preferably SABS/SANS certified cleaning products and equipment.
• Adherence to infection control policies and hygiene standards, including proper installation and servicing of hygiene dispensers and units.
• Implementation of a cleaning program covering daily, weekly, and bi-monthly activities, with detailed task schedules.
• Compliance with occupational health and safety regulations, including staff dress code and safety protocols.
• Proper documentation, including signed reference letters, purchase orders, and detailed work plans.
• Provision of quality assurance measures, including inspections, tests, and adherence to infection prevention standards.

Skills Requirements

The successful bidder must demonstrate:

• At least 24 months of experience in providing cleaning and hygiene services.
• Ability to supply and maintain cleaning equipment and hygiene stations as specified.
• Capacity to manage and supervise a team of cleaning staff effectively.
• Knowledge of infection control policies, health and safety standards, and environmental compliance.
• Proven track record with a minimum of three (3) reference letters from satisfied clients within the past five (5) years, indicating service delivery, scope, and value.
• Financial strength evidenced by a minimum service value of R50,000.00 over the past five years, supported by official purchase orders and reference letters.
• Ability to provide comprehensive work plans, detailed cost breakdowns, and quality assurance procedures.
