Objectives

The primary objective of this tender is to establish a service provider capable of delivering comprehensive condition monitoring services for Transnet SOC Ltd operating as Transnet Port Terminals (TPT) at the Durban BBC Terminal. The goal is to develop and implement a proactive maintenance program that utilizes condition-based monitoring techniques such as oil analysis, infrared thermography, vibration analysis, and bearing analysis. This program aims to identify hidden inefficiencies, prevent machinery failures before they occur, and reduce unexpected breakdowns over a contract period of 36 months.

Scope

The scope of the tender encompasses the provision of condition monitoring services for various equipment at the Durban BBC Terminal, including but not limited to:

• Oil analysis for engines, gearboxes, and mobile equipment
• Infrared thermography for electrical and mechanical systems
• Vibration analysis and bearing analysis for conveyors, cranes, ship unloaders, and other machinery
• Laser alignment and ultrasonic crack detection
• 3D scanning for reverse engineering components
• Provision of trained technicians with valid certification in relevant condition monitoring techniques
• Supply and calibration of necessary testing equipment
• Development of method statements, reporting procedures, and maintenance of records

The services are to be delivered on an "as and when required" basis, with detailed schedules and quantities specified in the pricing schedule. The contract includes the supply of all necessary tools, equipment, and personnel to meet the specified requirements.

Technical Requirements

The technical requirements for the tender include:

• Provision of qualified technicians with valid certifications:
  • Vibration Analysis Certificate CAT 2 or higher
  • Infrared Thermography Certificate CAT 2 or higher
  • Oil Analysis Certificate Level 2 or higher
  • Ultrasound Level 1 or higher
  • Electrical Motor Diagnostic Level 1 or higher
• Demonstration of previous experience:
  • At least three reference letters from clients for condition monitoring services provided within the last 5 years
• Provision of equipment with valid calibration certificates, suitable for the specified tests, and ensuring calibration validity throughout the contract duration.
• Development of a detailed method statement covering:
  • Identification of critical equipment and parameters
  • Selection and installation of monitoring technologies
  • Data collection frequency and analysis techniques
  • Establishment of baseline conditions and operational limits
  • Reporting and recommendation generation
• Adherence to safety, environmental, and confidentiality standards, including compliance with South African laws and Transnet’s policies.
• Provision of detailed pricing schedules, delivery schedules, and technical documentation as specified in the annexures.
• Implementation of quality assurance measures, including regular audits and compliance with service level agreements.

The successful bidder must meet minimum technical thresholds, including achieving at least 80 out of 100 points in technical evaluation criteria, and demonstrate capability to deliver the scope effectively over the contract period.
