Objectives

The primary objective of this tender is to procure a service provider capable of delivering a Facilitation Skills Programme aligned with the QCTO curriculum. The programme aims to equip learners with the necessary knowledge, practical facilitation skills, and workplace experience to effectively facilitate learning and development interventions within occupational contexts.

Scope

The scope of the project includes:

• Delivering the Skills Programme (ID: SP220319) based on the QCTO curriculum components.
• Covering learning contexts relevant to facilitation within occupational settings.
• Providing virtual training sessions, primarily via MS Teams, scheduled for August/September 2026.
• Assessing approximately 33 learners, issuing Statements of Results and/or Certificates upon successful completion.

Technical Requirements

The technical requirements for the service provider include:

• Accreditation with the QCTO, including valid accreditation certificates and certificates of completion for facilitators.
• Provision of relevant and verifiable training methodology and materials that meet SMART (Specific, Measurable, Achievable, Relevant, and Time-bound) goals.
• Demonstration of facilitator training needs, including detailed course content and facilitator CVs with experience and qualifications.
• Development and mentoring components, with specific emphasis on facilitation skills and finance (points allocated accordingly).
• Provision of formal reference letters demonstrating relevant facilitator training experience.
• Availability to deliver virtual training sessions in August/September 2026.
• Compliance with evaluation criteria, including minimum thresholds of 70 points in technical evaluation.

Skills Requirements

The skills and qualifications required from the service provider include:

• QCTO accreditation for the skills programme and facilitators.
• Proven experience in facilitator training, with detailed CVs and relevant qualifications.
• Ability to develop and deliver training content aligned with the curriculum and SMART objectives.
• Experience in mentoring and developing facilitators, particularly in facilitation and finance.
• Capability to provide formal references that attest to facilitator training expertise.
• Availability to conduct virtual training sessions as scheduled.
• Adherence to evaluation criteria, including quality of methodology, facilitator experience, and development approach.
