Objectives

The primary objective of this tender is to appoint a qualified service provider to supply fuel and oil management services for the Kumkani Mhlontlo Local Municipality fleet over a period of 36 months (3 years). The successful bidder will be responsible for providing items and services related to fuel and oil management as required by the municipality, ensuring efficient and compliant operations.

Scope

The scope includes the provision of fuel and oil management services for the municipality's fleet, which involves:

• Supplying fuel and oil as and when required by the municipality.
• Managing fuel and oil logistics, storage, and dispensing at an existing fuel station within 25 km radius of the municipality.
• Ensuring compliance with relevant regulations issued by the Department of Energy.
• Providing related documentation, reports, and support for the duration of the contract.

The contract duration is three years, with the possibility of renewal or extension based on performance and municipal requirements.

Technical Requirements

The technical requirements for the tender include:

• Provision of fuel and oil management services in accordance with Department of Energy standards.
• Availability of a valid Wholesale license, Retail license, and Site license issued by the Department of Energy.
• Existing fuel station within a 25 km radius of the municipality that allows fueling as needed.
• Submission of franchise or supply agreement from the fuel company.
• Provision of SANAS approved or sworn affidavits, site licenses, and relevant permits.
• Compliance with all conditions specified in the tender documentation, including supporting documents and proof of licenses.

Skills and Qualification Requirements

The bidder must demonstrate the following skills and qualifications:

• Relevant experience in fuel and oil management services, with evidence of successfully conducted projects (experience score of 30 points in evaluation).
• Technical expertise in fuel logistics, management, and compliance with energy regulations (20 points).
• Proof of insurance coverage for the services provided (20 points).
• Ability to operate an existing fuel station within specified proximity to the municipality.
• Capacity to meet the technical and legal licensing requirements, including valid wholesale, retail, site, and franchise licenses issued by the Department of Energy.
• Provision of proof of SANAS accreditation or sworn affidavits as required.

Only bidders who score at least 70% in the initial evaluation (experience, expertise, and insurance) will proceed to price evaluation.
