Objectives

The primary objective of this tender is to appoint a qualified service provider to supply guarding and security services to Umngeni-uThukela Water sites within the Central Region for a period of five years. The services aim to ensure the safety and security of personnel, property, and information at designated water sites, including the provision of trained security officers, patrol vehicles, and related security infrastructure.

Scope

The scope of work includes:

• Provision of trained security officers (Grades B and C), including armed guards, CCTV operators, and dog handlers.
• Supply and maintenance of security equipment such as patrol vehicles, firearms, communication devices, bulletproof vests, and uniforms.
• Implementation of security procedures, site inspections, incident reporting, and risk assessments.
• Provision of security patrols, access control, emergency response, and incident investigations.
• Regular reporting, staff training, and compliance with health, safety, and legal standards.
• Management of security operations across multiple sites including water treatment plants, reservoirs, pump stations, and offices.

Technical Requirements

The technical requirements include:

• Compliance with PSIRA registration and licensing for all security personnel.
• Provision of necessary security equipment, including patrol vehicles, firearms, communication systems, and protective gear.
• Implementation of site-specific security procedures, risk assessments, and security plans.
• Regular site inspections, audits, and incident investigations with documented reports.
• Provision of trained personnel with valid medical, firearm, and security certifications.
• Adherence to health and safety regulations, including Occupational Health and Safety Act compliance.
• Use of technology such as CCTV monitoring, real-time patrol tracking, and communication systems.
• Provision of comprehensive insurance coverage (public liability R10 million, professional indemnity R5 million).

Skills Requirements

The skills and qualifications required for personnel include:

• Security officers must be registered with PSIRA and hold valid certificates for their respective grades.
• Minimum educational qualification: Matric with PSIRA Grade B or higher.
• Specialized skills such as firearm handling, CCTV operation, and dog handling.
• Experience in security services, especially at national key points or similar critical infrastructure.
• Ability to conduct risk assessments, incident investigations, and emergency response.
• Good communication skills, including reporting and documentation.
• Training in health and safety, customer service, and behavior detection.
• Availability of key personnel on a 24/7 basis, with proper background checks and medical fitness certificates.
