Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver guarding security services at Umngeni-Uthukela Water sites in the North-east Region for a period of five years. The services aim to ensure the safety and security of personnel, property, and information across various designated sites, including offices, treatment plants, pump stations, and other critical infrastructure.

Scope

The scope of work encompasses comprehensive security services including:

• Provision of trained security officers (Grades B and C) for various sites and shifts.
• Deployment of security patrol vehicles, firearms, and security equipment.
• Implementation of access control, incident response, and emergency procedures.
• Conducting regular site inspections, security risk assessments, and reporting.
• Provision of security aids, PPE, medicals, and safety documentation.
• Management of security teams, supervision, and coordination with law enforcement and emergency services.
• Installation and monitoring of security systems, including CCTV and patrol systems.
• Adherence to health, safety, and legal compliance requirements.

Technical Requirements

The technical requirements include:

• Provision of security officers with valid PSIRA registration, firearms licenses, and relevant training certificates.
• Deployment of security personnel with specified uniforms, equipment, and PPE.
• Availability of security patrol vehicles, CCTV monitoring systems, and communication equipment.
• Implementation of security procedures such as access control, incident reporting, and emergency response.
• Regular site inspections, security risk assessments, and incident investigations.
• Provision of safety files, medical certificates, and compliance with occupational health and safety regulations.
• Use of electronic visitor access monitoring devices and security system installation.
• Adherence to specified service levels, penalties for deficiencies, and continuous staff training.

Skills Requirements

The successful bidder must demonstrate:

• Experience in security services management, with proven track record in similar projects.
• Qualified key personnel including an Area Security Manager, Security Supervisors, CCTV Operators, and Drivers, all with valid PSIRA registration and relevant experience.
• Competence in security operations, including access control, patrol management, incident response, and security system monitoring.
• Ability to conduct security risk assessments, incident investigations, and produce detailed reports.
• Effective communication skills, including the ability to operate security communication systems and prepare reports.
• Compliance with health, safety, and legal standards, including occupational health and safety regulations.
• Capacity to provide ongoing staff training, supervision, and performance management.
