Objectives

The primary objective of this tender is to secure guarding and security services for Umngeni-Uthukela Water sites across the South Central Region for a period of five years. The services aim to ensure the safety of personnel, property, and information at these sites, while complying with relevant security standards and regulations.

Scope

The scope of work includes:

• Provision of trained security officers (Grade B and C), armed guards, CCTV operators, and other security personnel.
• Supply and management of security equipment, patrol vehicles, firearms, and related security infrastructure.
• Implementation of security procedures, site inspections, incident response, and risk assessments.
• Provision of uniforms, protective gear, and other personal protective equipment for security staff.
• Maintenance of documentation such as occurrence books, access control registers, firearm registers, and incident reports.
• Coordination with law enforcement and emergency services, including armed escort services for staff and site visits.
• Adherence to health, safety, and legal compliance requirements.

Technical Requirements

The technical specifications include:

• Qualified security officers with valid PSIRA registration and relevant training certificates.
• Provision of security equipment such as uniforms, firearms, communication devices, and patrol vehicles.
• Implementation of security infrastructure including access control, burglar proofing, CCTV systems, backup power, and alarm systems.
• Regular site inspections, security audits, and incident investigations.
• Compliance with health and safety regulations, including occupational health and safety acts and construction regulations.
• Provision of comprehensive insurance cover (public liability R10M, professional indemnity R5M).
• Effective communication systems (radio, cell phones) for site coordination and emergency response.
• Adherence to the Schedule of Deficiencies and penalties for non-compliance.

Skills Requirements

The tender mandates the following skills and qualifications for personnel:

• Security officers must be registered with PSIRA, with valid certificates for their respective grades.
• Key personnel such as Security Managers, Supervisors, CCTV operators, and Dog Handlers must have relevant experience, training, and qualifications, including PSIRA Grade B or C, firearm licenses, and medical fitness certificates.
• Security officers should possess basic computer skills, communication skills, and knowledge of security procedures.
• Personnel must be physically fit, well-groomed, and capable of performing patrols, incident response, and site inspections.
• Supervisory staff must have experience in security management, incident investigation, and reporting.
• All staff should undergo regular training, safety inductions, and refresher courses as per site requirements.
