Objectives

The primary objective of this tender is to secure a service provider for the provision of high-level cleaning services, installation of hygiene equipment, and supply and delivery of hygiene consumables at the Mpumalanga Operating Unit over a period of five (5) years.

Scope

The scope includes:

• High-level cleaning across specified zones (Eskom Park, Lowveld Zones, Highveld Zones) for a period of 60 months.
• Installation of hygiene equipment.
• Supply and delivery of hygiene consumables and related materials.
• Deep cleaning of carpets, couches, office chairs, steaming, floor defect repairs, and schedule management.
• Provision of SHE waste removal services.
• Vehicle provision for service delivery and transportation.
• Labelling, cataloguing, and management of delivered materials as per Eskom specifications.

Technical Requirements

The technical requirements are categorized into mandatory and functional criteria:

Mandatory Technical Requirements

• Company registration in South Africa (CIPC, VAT, CIDB registration, etc.).
• Proof of SHE waste disposal registration and compliance.
• Relevant experience (minimum 1 year for cleaning services, 3 years for supervisory roles).
• Qualified personnel with appropriate certifications, CVs, and valid driver’s licenses.
• Provision of tools, equipment, and vehicles as per Eskom standards, with proof of ownership or hire agreements.
• Compliance with safety, environmental, and quality management standards (ISO 9001, SHE policies, environmental policies).
• Submission of all required documentation in PDF format, with specific annexures completed and signed.

Functional Requirements

• Demonstrated relevant experience in cleaning and hygiene services (2-3 years preferred).
• Methodology and work plan detailing how services will be executed, including pre- and during-project activities.
• Provision of tools, equipment, and vehicles aligned with Eskom specifications.
• Implementation of a management plan for cleaning, deep cleaning, and hygiene services.
• Compliance with safety, environmental, and quality standards during service delivery.

Skills Requirements

• General Staff:
  • Relevant experience in cleaning and hygiene services (minimum 1 year).
  • Qualifications: Matric certificate, relevant safety training (e.g., SAMTRAC, SHEMTRAC).
  • Skills: Valid driver’s license, SHE waste disposal knowledge.
• Supervisors:
  • Minimum 3 years industrial cleaning experience.
  • Qualifications: Matric or NQF 4 equivalent, relevant certifications.
  • Skills: Valid driver’s license, supervisory skills, SHE compliance knowledge.

Additional skills include the ability to execute work according to Eskom’s methodology, manage resources effectively, and ensure compliance with all safety, environmental, and quality standards throughout the contract period.
